Subject to the authority of the Secretary of
Public Safety and Correctional Services, the Com-
mission prescribes standards for and certifies
schools that offer police training and security
training courses. It may revoke a school's certifica-
tion for cause. The Commission prescribes mini-
mum qualifications for instructors and certifies
qualified instructors for approved training schools.
It verifies officers who have satisfactorily complet-
ed training programs and may issue dipolmas. It
also operates approved police training schools.
The Commission certifies persona as police offi-
cers who have met all standards of the Commis-
sion. Under certain conditions, it also can suspend,
or revoke the certification. Persons not satisfactori-
ly trained in the twelve-month probationary period
may not be employed as police officers. Nor may a
police officer serve after certification has been
revoked, suspended or allowed to lapse.
The Commission is authorized to make a contin-
uous study of entrance-level and in-service training
methods and procedures and to consult with and
accept the cooperation of any recognized federal,
State, or municipal law enforcement agency, edu-
cational institution, and other State departments
and agencies concerned with police training.
The administrative staff of the Commission also
performs staff duties and responsibilities in connec-
tion with the Correctional Training Commission.
The Commission consists of fourteen members.
Eleven serve as ex officio members. The Secretary
of Public Safety and Correctional Services, with
the approval of the Governor and with the advice

and consent of the Senate, appoints the remaining
three members for three-year terms. Each ap-
pointed member must be a police official from a
different geographical area of the State. Non-
appointive members may be represented by alter-
nates. With the approval of the Secretary of Public
Safety and Correction Services, the Commission
appoints an Executive Director, to serve at its
pleasure (Code 1957, Art. 41, sec. 70A).

The Sundry Claims Board was established by
Chapter 440, Acts of 1961. The Board administers
claims filed by any prisoner in the Patuxent
Institution, the Maryland Penitentiary, the Mary-
land House of Correction, or any other institution
under the supervision of the Division of Correc-
tion, who has been injured in the course of his
employment at such institution while working for
compensation.
The Board consists of three ex officio members
or their designees. The Governor designates the
chairperson and secretary (Code 1957, Art. 41, sec.
188A).
