The Criminal Injuries Compensation Board was
authorized by Chapter 455, Acts of 1968, to assist
victims of crime. The Board administers a compen-
sation program for innocent persons suffering
physical injury or death as a result of criminal acts
or in their efforts to prevent crime or apprehend
persons committing or attempting to commit
crimes. The Board maintains an office and staff to
hear claims for awards filed with it.

The Board consists of three members appointed
for five-year terms by the Secretary of Public
Safety and Correctional Services, with the approval
of the Governor and the advice and consent of the
Senate. No more than two members may belong to
the same political party. One member must have
been admitted to the practice of law in Maryland
for not less than five years prior to appointment.
With the approval of the Governor, the Secretary
designates the chairperson. The Board appoints the
executive director through the State Merit System
(Code 1957, Art. 26A).

Created in 1984, the Explosives Advisory Coun-
cil advises, assists, and recommends to the Depart-
ment rules and regulations for the storage, use,
manufacture, and transportation of explosives ma-

terial (Chapter 694, Acts of 1984). The Council
reviews Department rule and regulation proposals
that affect the manufacture, use, or distribution of
explosives, and recommends changes in State laws
regulating them. On a continual basis, it reviews
new developments in the explosives industry, in-
cluding safety precautions, techniques for blasting,
and federal regulations.

The Council consists of not more than 19
members. They are appointed to five-year terms by
the Governor. The Council reports annually to the
Governor, the Secretary of Public Safety and
Correctional Services, and the Fire Marshal (Code
1957, Art. 41, sec. 204D-1).

The Fire Prevention Commission was estab-
lished by Chapter 46, Acts of 1964, to replace the
position of ex officio Fire Marshal held by the
Insurance Commissioner by Chapter 521, Acts of
1916. The Commission promulgates regulations for
the safeguarding of life and property from fire and
explosion. It also serves as a board of appeals for
matters connected with the enforcement of the Fire
Code and interpretation of conflicts with local
codes.

The Commission consists of nine members ap-
pointed for five-year terms by the Secretary of
Public Safety and Correctional Services with the
approval of the Governor. Membership must be
geographically representative of the State.

Appointed by the Secretary of Public Safety and
Correctional Services, the State Fire Marshal en-
forces all laws of the State dealing with fire
prevention, electrical safety, and the storage, sale,
and use of explosives and combustibles. He also
enforces all State laws on installation and mainte-
nance of fire detection and control equipment, fire
