The Scenic and Wild Rivers Review Board was
created by Chapter 85, Acts of 1968. The Board
reviews all inventories, studies, plans, rules, and
regulations prepared in accordance with the Scenic
and Wild Rivers law. In the review, full consider-
ation is given to the recommendations of the
Secretary, local governing bodies, and local adviso-
ry boards. The Board also recommends to the
General Assembly resource management plans for
the rivers, shorelines, and related lands included in
the scenic and wild rivers program, and recom-
mends additional rivers and tributaries for the
program.

With the advice and consent of the appropriate
local governing body, the Review Board appoints a
local Scenic and Wild River Advisory Board for
each river in the Scenic and Wild River Program.

The Board consists of the Secretaries of Agricul-
ture, Health and Mental Hygiene, Natural Re-
sources, and State Planning, and a Garrett County
Commissioner who votes only on matters pertain-
ing to the wild portion of the Youghiogheny River.

appointed by the Secretary:

The Energy Administration was originally incor-
porated into the Department as part of the Energy
and Coastal Zone Administration by Chapter 320,
Acts of 1976. It became a separate administration
in 1979. It includes all energy-related agencies in
the Department. The common purpose of these
agencies is to evaluate the production and conser-
vation of energy while keeping adverse environ-
mental and fiscal effects to a minimum.

The three operating programs within the Admin-
istration are Power Plant Siting and Research,
Bureau of Mines, and the Energy Office.

POWER PLANT SITING PROGRAM

The Power Plant Siting Program, created by
Chapter 31, Acts of 1971, is responsible for the
administration of a long-range electric power plant
environmental research program, assessing the
impact of existing power plants, evaluating pro-
posed sites, and acquiring standby sites for a land
bank. Impact Assessment monitors, assesses, and
models the actual environmental impact of existing
power plants. Site Evaluations calculate the impact
of future power plants at proposed sites. On the
basis of site evaluation work, recommendations
relating to the design, construction, and operation
of power plants are made to the Public Service
Commission for conditions that are necessary for
the protection of the environment.

Research develops the understanding of Mary-
land's environmental resources and socio-econom-
ic structure necessary to site and operate power
