The Board of Boiler Rules was originally estab-
lished by Chapter 676, Acts of 1920. The Board
formulates definitions, rules, and regulations for
the safe construction, use, installation, mainte-
nance, repair, and inspection of boilers and pres-
sure vessels for sale or for use in Maryland.
The Board is composed of seven members ap-
pointed to four-year terms by the Governor with
the advice of the Secretary of Licensing and
Regulation and with the advice and consent of the
Senate. Of the appointed members, one each
represents the owners and users of power boilers,
the owners and users of heating boilers, the owners
and users of pressure vessels, the manufacturers or
assemblers of boilers or pressure vessels, and a
company licensed to insure boilers or pressure
vessels. One must be a mechanical engineer on the
faculty of a recognized engineering college, and
one must be a licensed professional engineer having
boiler or pressure vessel experience.
Authorization for the Board continues until July

The Employment Agency Advisory Board was
established by Chapter 431, Acts of 1969. The
Board assists the Commissioner of Labor and
Industry in the formulation of rules and regula-
tions for the licensing, regulation, and inspection of
private, fee-charging employment agencies, includ-
ing theatrical agencies that operate in Maryland.
The Board consists of seven members appointed
to four-year terms by the Commissioner of Labor
and Industry with the approval of the Secretary of
Licensing and Regulation. Three members repre-
sent employment agencies, and four represent the
public. The Secretary of Licensing and Regulation
designates a public member to serve as chair-
person.
Authorization for the Board continues until July
1, 1994 (Code 1957, Art. 56, secs. 161-170).

The Occupational Safety and Health Advisory
Board, originally established by Chapter 44, Acts
of 1955, as the Occupational Safety Advisory
Board, adopted its present name by Chapter 530,
Acts of 1968.
The Occupational Safety and Health Advisory
Board formulates and proposes to the Commis-
sioner of Labor and Industry rules and regulations
for the prevention of accidents and occupational
diseases in every employment or place of employ-
ment in Maryland.
The Board consists of eleven members appointed
for six-year terms by the Commissioner of Labor
and Industry with the approval of the Secretary of
