MANPOWER RESOURCES
ADMINISTRATION

The functions of the Manpower Resources
Administration were consolidated within three
other administrations under the Assistant
Secretary for Administration in 1984.

PHILLIPS UNIT

The Phillips Unit of the Metal Retardation and
Developmental Disabilities Administration
formerly was located on the grounds of
Crownsville Hospital Center. In 1984, the Phillips
Unit closed. The Unit's Intensive Behavior
Management Program was transferred to the
Walter P. Carter Center in Baltimore.
