appoints the Executive Director.

The Governor also appoints in each county and
the City of Baltimore a local Physical Fitness
Commission, composed of from fifteen to twenty-
five residents of the particular political subdivision.
The Governor designates the chairperson of each
Commission (Code Health-General Article, secs.
13-^03 through 13^11).

The Radiation Control Advisory Board was
established by Chapter 88, Acts of 1960. It con-
sults with and renders its advice to the Secretary of
Health and Mental Hygiene on problems, proce-
dures, and matters relating to radiation. The
Board's ten members are appointed by the Secre-
tary of Health and Mental Hygiene for four-year
terms (Code Health-Environmental Article, secs.
8-201 through 8-205).

Formally reorganized in 1966, the Maryland
State School Health Council advises the Depart-
ment of Health and Mental Hygiene and the State
Department of Education on the school health
program. The Council helps develop and maintain
programs to provide a healthful school environ-
ment, health and safety instruction, and school
health services. It also serves as a forum for the
two State departments that it advises, their local
counterparts, and other groups concerned with the
health of school-age children.

At the request of the General Assembly, the
Governor designated the Council to develop a
communicable diseases detection and prevention
program to safeguard public school children (Joint
Resolution no. 36, Acts of 1968).

The general body of the Council includes two
representatives appointed by each of the 24 local
health and education departments. The Executive
Board consists of five elected members of the
general body and representatives of State and local
government health and education agencies, medi-
cal associations, and education organizations.

The Council on Toxic Substances was estab-
lished by Chapter 370, Acts of 1979. The Council
collects and evaluates all available data pertinent to
toxic and carcinogenic substances, including asbes-
tos in schools and public buildings, and advises the
Secretary of Health and Mental Hygiene on short-
range and long-range courses of action. The Coun-
cil assists appropriate State agencies and private
individuals or organizations on the development of
grants proposals relating to toxic and carcinogenic
substances. The Council evaluates the economic
impact of proposals relating to toxic and carcino-
genic substances and develops an effective commu-
nication system for dealing with emergencies in-
volving these substances. The Secretary of the
Department is to refer to the Council all significant
issues involving toxic and carcinogenic substances.

The Council consists of twenty-five members
appointed by the Governor from a list of persons
