The State Advisory Council on Drug Abuse was
created by Chapter 404, Acts of 1969. It advises
the Governor, the Secretary of Health and Mental
Hygiene, and the Drug Abuse Administration on
the formulation of a comprehensive long-range
development plan to prevent and control drug
addiction. The Council also assists in the promo-
tion of drug abuse programs and evaluates existing
and planned programs and facilities administered
by the Drug Abuse Administration.

The Council consists of nine ex officio members
and nine members representing the general public.
Members are appointed by the Governor for three-
year terms (Code Health-General Article, secs.
9-301 through 9-305).

The Alcoholism Control Administration, creat-
ed by Chapter 746, Acts of 1976, succeeded the
Division of Alcoholism Control of the Mental
Health Administration.

The Alcoholism Control Administration serves
as a clearinghouse for information relating to
alcoholism. It develops, encourages, and fosters
statewide, regional, and local plans and programs
in the field of alcoholism. It provides technical
assistance and consultation on alcoholism preven-
tion and treatment and rehabilitation of alcoholics
to political subdivisions of the State.

The Alcoholism Control Administration also
seeks assistance from public and voluntary health,
education, welfare, and rehabilitation agencies in a
concerted effort to prevent and treat alcoholism.
The Administration encourages alcoholism reha-
bilitation programs in businesses and industries in
the State (Code Health-General Article, Title 8).

The State Advisory Council on Alcoholism
Control was created in the Alcoholism Control
Administration by Chapter 746, Acts of 1976. The
Council advises the Administration on various
matters, including the formulation and execution
of the comprehensive intoxication and alcoholism
control plan.

The Council consists of twenty-four members
appointed by the Governor for three-year terms. It
includes representatives from the courts, police,
probation authorities, clergy, labor, management,
beverage control, the beverage industry, legal and
medical groups (Code Health-General Article,
secs. 8-304 through 8-308).

The Assistant Secretary for Health is responsible
for the organization, management, and direction of
four Administrations—Juvenile Services, Preven-
tive Medicine, Laboratories, Local Health—and
the Office of Chronic and Rehabilitation Facilities.
He also provides administrative support and guid-
ance for the Department of Postmortem Examin-
ers.

The Assistant Secretary develops and imple-
ments policies, procedures, regulations, and stan-
dards that ensure delivery of improved health
