The Board of Appeals, also known as the
Unemployment Insurance Board of Appeals, hears
appeals on claims for unemployment insurance
benefits. It also hears appeals that arise under the
taxing provisions of the Unemployment Insurance
Law and other matters that require appellate
adjudication, such as appeals associated with the
migrant and seasonal farm worker program. The
Board's three members are appointed for six-year
terms by the Secretary of Employment and Train-
ing with the approval of the Governor (Code 1957,
An. 95A, secs. 7, 11).

Under the Board's jurisdiction is the Appeals
Division. The Division conducts hearings on all
claimants' or employers' appeals from unemploy-
ment insurance claims determinations in the De-
partment's local offices. Claimants may appeal
determinations disqualifying them for benefits, and
employers may appeal determinations allowing
benefits. An appeals referee hears all such appeals.
Any aggrieved party may appeal to the Board of
Appeals. Final appellate recourse is to the courts of
Maryland.

LOCAL OFFICES

The Department operates twenty-seven full-time
field offices to help the public apply for the Job
Service, file claims for unemployment insurance, or
register for the Work Incentive Program. Tele-
phone numbers are for Job Service (JS), Unem-
ployment Insurance (UI), or both. Inquiries con-
cerning the Work Incentive Program may be
directed to the Job Service (JS) number.
