The Job Training and Placement Administration
(JTPA) was established to provide organization,
coordination, and long-term planning for the total
employment and training system in Maryland.
These responsibilities are exercised through the
administration of federal Job Training Partnership
Act programs, the Maryland Job Service, and the
Apprenticeship and Training Council.

The Job Training Partnership Act programs
offer training and employment opportunities to
economically disadvantaged adults and youth and
to dislocated workers. Under the federal Act, the
State has administrative responsibility for the em-
ployment/training programs operated within the
State. These programs include vocational training,
counseling, and on-the-job training, as well as
summer programs such as the Maryland Youth
Conservation Corps (MYCC). They also include
those operated by local Service Delivery Areas/
Private Industry Councils (SDA/PIC).

In accordance with the federal law, the Gover-
nor designated ten local Service Delivery Areas,
which consist of a county or group of counties.
Each area has a Private Industry Council that
decides what particular employment and training
services are needed in its area. Appointed by local
governing bodies, the Private Industry Councils
consist of representatives of community colleges,
local government, private industry, and State agen-
cies.

The Maryland Job Service provides a statewide
public labor exchange to match employers with
persons who are seeking employment. Other pro-
grams carried out by the Job Service include: Allen
Registration, National Job Bank, Targeted Jobs
Tax Credit, Statewide Vocational Counseling and
Testing, Disabled Veterans Outreach, Local Veter-
ans Employment Representative, Unemployment
Insurance Work Test, Work Incentive Program,
Migrant and Seasonal Farm Worker Program, and
the Food Stamp Registration Program.

The Job Service Employer Committee consists of
a statewide steering committee and 19 local com-
mittees that audit and advise local Job Service
offices.

Created by Chapter 671, Acts of 1966, the
Apprenticeship and Training Council was estab-
lished within the Department by Chapter 64, Acts
of 1983. The Council reviews and approves appren-
ticeship programs and fosters their development. It
provides standards for the establishment and oper-
ation of apprenticeship programs registered with
the Council. Periodically, the Council also reviews
the programs and reports on their progress and
success to the government and the public.

The Council consists of eight members ap-
pointed by the Secretary with the approval of the
Governor. Members serve four-year terms.

Appointed by the Secretary, the Director of
Apprenticeship and Training promotes apprentice-
ship and other forms of on-the-job training with
the assistance of the U.S. Dept. of Labor's Bureau
of Apprenticeship and Training and other federal
and State agencies (Code 1957, Art. 41, secs.
207-207G).
