PRINCIPAL EXECUTIVE DEPARTMENTS

Between 1969 and 1972, the General Assembly created twelve principal departments that combined by
function the several hundred agencies, boards, and commissions then comprising the Executive Branch of
State government. These twelve departments are: Agriculture, Budget and Fiscal Planning, Economic
and Community Development, General Services, Health and Mental Hygiene, Human Resources,
Licensing and Regulation, Natural Resources, Personnel, Public Safety and Correctional Services, State
Planning, and Transportation. In 1976, the State Department of Education was designated as a principal
department. In 1983 the General Assembly created a fourteenth principal department—Employment and
Training.

Except for Education, the head of each department is the Secretary, who is appointed by the Governor
and is subject to Senate confirmation. Each Secretary serves at the Governor's pleasure and is a member
of his cabinet. Each Secretary carries out the Governor's policies regarding the particular department and
is responsible for the department's operation. The Secretary is also responsible for the department's
budget, the promulgation of rules and regulations, planning activities, and the appointment of required
advisory boards.

The head of the State Department of Education is the nine-member Board of Education. The Board
appoints the State Superintendent of Schools for a four-year term. The Superintendent directs the
Department and executes the policy and enforces the regulations adopted by the Board.

Internal Medicine; Fellow of the American College of Physicians. Contributor to many
medical journals. Married. Member of the House of Delegates, 1971-1983. Office address:

WAYNE A. CAWLEY, JR., Secretary of Agriculture, 1979- Born October 4, 1923, in
Denton, Maryland. Washington College, B.A. (Economics), 1948; University of Maryland
School of Law. Served in the 82nd Airborne Division's 508th Parachute Infantry Regiment in
World War II, with combat service in the European Theater. Farmer for twenty-five years,
currently operating with sons a 1,801-acre grain farm on the Eastern Shore. Former vice-
president, Denton National Bank, and director of the bank's Farm Department. Past president
of Rotary; former vice-president, Caroline County Farm Bureau. Named Caroline County's
"Outstanding Farmer" in 1974. Chairperson, Governor's Task Force to Streamline State
Government. Member, Emergency Management Advisory Council; State Development
Council; Governor's Council on the Environment. Ex officio member, Chesapeake Bay Critical
Areas Commission; Board of Regents of the University of Maryland. Vice-President, Southern
Association State Departments of Agriculture. Treasurer, Southern U. S. Trade Association.
