The Maryland Blue Sky Advisory Committee
was created by Chapter 1, Acts of 1962. The
Committee meets when called by the Securities
Commissioner to advise the Commissioner on any
and all matters pertaining to the administration of
the Maryland Securities Act, particularly on the
adoption, amendment, or repeal of rules, regula-
tions, or forms (Code Corporations and Associa-
tions Article, sec. 11-202).
The Committee consists of six members ap-
pointed by the Governor for staggered terms of
three years each. The Committee functions without
compensation and has no staff. It selects its own
chairperson.

The Criminal Appeals and Correctional Litiga-
tion Division represents the State and various State
officials and employees in suits involving the
criminal justice system. The Division handles all
appeals in criminal cases in the Court of Appeals
and Court of Special Appeals advocating the
State's position in written briefs and at oral
argument. Its attorneys represent State officials
and employees who are sued in State or federal
courts by inmates for asserted violations of their
rights in State institutions. The Division also
advises State's Attorneys and other law enforce-
ment personnel on legal matters.

The Educational Affairs Division represents all
State educational agencies, institutions, boards and
commissions, including the State Department of
Education, the University of Maryland, and the
State University and College system. As counsel to
this clientele. Division attorneys handle court
litigation, administrative proceedings, day-to-day
advice, and preventive law counseling.

The Investigations Division acts upon authoriza-
tion from the Governor under Article V, sec. 3, of
the Maryland Constitution to investigate and pros-
ecute a broad range of criminal activity.
The Criminal Investigations Unit concentrates
on crimes by State employees, fraud against the
State, multi-county frauds, public corruption, and
criminal violations of the State tax laws. In addi-
tion, the Unit assists State's Attorneys' Offices
where they lack either resources or expertise in a
field of complex criminal investigation.
