COMMISSIONS COMMON TO
ALL COUNTIES
Supervisor of Assessments: Appointed by the State
Department of Assessments and Taxation for an
indefinite term from a list of five persons submit-
ted by the Board of County Commissioners or
County Council, the Mayor of Baltimore City, or
the County Executive with Council approval
(Code 1957, Art. 81, sec. 233).
ELECTIONS
Board of Supervisors of Elections: Appointed by
the Governor with the consent of the Senate for
two-year terms (Code 1957, Art. 33, sec. 2-1 (a)
and (b)). The Board consists of three members,
one of whom must be a minority party member,
and two substitute members (except in Prince
George's County which has three substitute mem-
bers). In Caroline, Dorchester, and Kent counties
members are appointed with the advice and con-
sent of the House of Delegates if there is no resi-
dent Senator for those counties (Code 1957, Art.
33, sec. 2-l(e)).
Board members and substitutes may not hold
any public, party, or political club office or be a
candidate for any such office (Chapter 554, Acts
of 1982).
Permanent Board of Registry: One member
appointed by the majority members of the Board
of Supervisors of Elections and one member
appointed by the minority member of the Board
of Supervisors of Elections (Code 1957, Art. 33,
sec. 3-10).
PUBLIC SAFETY
Director of Emergency Management and Civil De-
fense: Appointed by the Governor for an indefi-
nite term (Code 1957, Art. 16A, sec. 7; Chapter
505, Acts of 1981).
Deputy Medical Examiner: Appointed by the
Maryland Post-Mortem Examiners Commission
for an indefinite term (Code 1957, Art. 22, sec.
3).
HEALTH
Health Officer: Nominated by the county and
appointed for an indefinite term by the Secretary
of Health and Mental Hygiene. (Code 1957, Art.
43, secs. 51-55). The Health Officer is the execu-
tive officer and secretary of the County Board of
Health (chapter 270, Acts of 1981).

Board of Health: The governing body of the
county serves ex officio as the local board of
health.
Physical Fitness Commission: Appointed by the
Governor upon the recommendation of the Secre-
tary of Health and Mental Hygiene for indefinite
terms. The Commission is composed of fifteen to
twenty-five members in each county and
Baltimore City. The Secretary of Health and
Mental Hygiene designates the chairperson (Code
1957, Art. 41, sec. 344).
Citizens Nursing Home Board: Appointed by the
governing body of the county for three-year
terms. The Board consists of ten members. One
member must represent the governing body of the
county. The Board selects its own chairperson
(Code 1957, Art. 43, sec. 566A).
Mental Health Advisory Committee: Appointed by
the governing body of the county. The Commit-
tee has one representative each from the county
governing body, the school board, the social ser-
vices board, practicing physicians, other mental
health professionals, the clergy, the legal profes-
sion, and the mental health association. The
Committee also includes a past or present mental
health care recipient, a relative of a mental health
care recipient, and at least three persons from the
general public. A representative of the county res-
idential unit of a State facility also serves on the
Committee. If there is more than one State facili-
ty with a residential unit in the county, the repre-
sentatives from these units serve on a rotating ba-
sis. Such representatives, except in Baltimore
City, are appointed by the Director of the State
Mental Hygiene Administration. In Baltimore
City, the Baltimore City Commissioner of Health
may appoint one representative of its community
mental health centers. The county health officer
and regional mental health director serve ex offi-
cio. Members serve three-year terms and elect
their own officers annually (Health-General Arti-
cle, secs. 10-308, 10-309).
Drug Abuse Advisory Council: Appointed by the
governing body of the county or Baltimore City,
in the manner it deems appropriate (Health-Gen-
eral Article, sec. 9-310).
Alcoholism Advisory Council: Appointed by the
governing body of the county, or Baltimore City,
for three-year terms. One member each represents
the governing body, the county department of ed-
ucation, the local department of social services,
practicing physicians, the clergy, the legal profes-
sion, and the local council on alcoholism. Two
