jurisdictions in the creation and implementation
of programs in the fields of energy, science and
technology, environment, and in related areas of
interest.
The Board is comprised of one member from
each jurisdiction appointed by the Governor of
that jurisdiction. The SSEB member serves as an
energy advisor to the Governor and coordinates
the Board's activities in the jurisdiction. At pres-
ent the member jurisdictions include: Alabama,
Arkansas, Florida, Georgia, Kentucky, Louisiana,
Maryland, Mississippi, Missouri, North Carolina,
Oklahoma, Puerto Rico, South Carolina, Tennes-
see, Texas, Virginia, and West Virginia. Each
member jurisdiction supports SSEB through an
annual appropriation based on a formula outlined
in the Compact.
An Executive Committee is elected by the
membership to exercise all necessary powers and
functions of the Board when it is not in session;
however, the Committee cannot amend the By-
Laws or act on any matter contrary to the
expressed policy of the Board. The agency has es-
tablished six standing committees, chaired by
Board members. These committees indicate the
range of energy concerns of the organization: En-
ergy Conservation, Energy Supply and Demand,
Environment and Safety, Nuclear Energy, Fossil
Energy, and Renewable Energy Resources (Code
1957, Art. 41, secs. 346-359).

The Susquehanna River Basin Commission was
created upon the ratification of the Susquehanna
River Basin Compact by the Commonwealth of
Pennsylvania, by the states of New York and
Maryland, and by the U.S. Congress. Maryland
ratified it by Chapter 391, Acts of 1967. The
Commission superseded the Interstate Advisory
Committee on the Susquehanna River Basin.
The Commission, which was recommended by
the Interstate Advisory Committee on the Sus-

quehanna River Basin, develops plans, policies,
and projects relating to the water resources, con-
servation, and management in the Basin. The
Commission consists of the Governor or his des-
ignee from each signatory state and one member
appointed by the President of the United States
to serve at the pleasure of the President. The
Commission provides for its own organization
and procedure and each year elects its own
chairperson and vice-chairperson from among its
members (Code Natural Resources Article, sec.
8-301).
