designated by the speaker of the House. The
Governor or his designee serves as a member.
Another member who is neither a legislator nor a
member of the Executive branch is jointly select-
ed by the president of the Senate and the speaker
of the House. Legislative members serve terms
coterminous with their current terms of office.
Non-legislative members serve at the pleasure of
their respective appointing authorities, but such
terms cannot exceed four years unless they are
reappointed. The chairperson and vice-chair-
person are selected annually by the members,
with each position alternating annually between
the delegations from the two states.

The Coastal States Organization was formed in
1969 with twenty-two member states. In January
1970 Maryland became a member. Presently the
Organization consists of delegates appointed by
the governors of thirty-two coastal states and terri-
tories.

The Coastal States Organization was estab-
lished to (1) contribute to the development of
common policy regarding national coastal zone
management legislation and programs and serve
as spokesman for the maritime states, territories,
and trust territories on marine and coastal affairs;
(2) provide mutual assistance in solving common
state and intermarine resource problems; (3) serve
as a clearinghouse for information on marine ac-
tivities of member states, and (4) serve as the
spokesman for the states to the federal govern-
ment in the area of coastal zone management.

The Education Commission of the States oper-
ates under the provisions of the Compact for Ed-
ucation, which Maryland ratified by Chapter 128,
Acts of 1966. The Commission was created to es-
tablish and maintain close cooperation and un-
derstanding among executive, legislative, profes-
sional educational, and lay leadership on a
nationwide basis at the State and local levels. It
informs political and educational leaders of cur-
rent trends and ideas in education, and provides a
forum for the discussion, development, crystalli-
zation, and recommendation of public policy al-
ternatives in the field of education. In addition,
the Commission provides a clearinghouse of in-
formation on matters relating to educational
problems and how they are being met in different
places throughout the United States. This infor-
mation is made available to executive and legisla-
tive branches of State government, local commu-
nities, and lay and professional groups in the field
of education. Maryland pays an annual fee of
$32,000 for its State membership assessment. A
publications list is available from the Denver ECS
office.
The same Act also created the Maryland Edu-
cation Council, which consists of seven members.
The Governor appoints three members because of
their interest in educational matters and who re-
flect the interests of the State government, higher
education, the State educational system, and local
education. Their terms coincide with those of the
appointing Governor. The President of the Senate
and the Speaker of the House of Delegates each
appoint one member. The Governor and the State
Superintendent of Schools serve ex officio (Code
Education Article, secs. 25-101 through 25-104).
