The Board was established in 1980 to study the
implications of the liabilility of individuals en-
gaged in activities of State and local governmental
and quasi-governmental volunteer units (Chap-
ter 884, Acts of 1980). At the close of the 1982
legislative session, the Board disbanded following
enactment of its recommendations by Chapter
865, Acts of 1982.

The Commission on Nursing Issues in Mary-
land was established in 1980 to develop the nec-
essary data base to ensure an adequate supply
and proper use of registered professional nurses
to provide quality health care to Marylanders
(Chapter 482, Acts of 1980). The Commission
consisted of sixteen members appointed by the
Governor, one each from the Statewide Health
Coordinating Council, the Medical and Chirur-
gical Faculty of Maryland, the Medical Nurses
Association, Inc., the Board of Medical Examin-
ers of Maryland, the State Board of Examiners of
Nurses, the Health Services Cost Review Com-
mission, the Association of Colleges of Nursing,
and the Council of Nursing Service Administra-
tors. Two members were appointed from the gen-
eral public, and two members each were selected
from the Senate and House of Delegates.
The Commission was to survey the numerical
and geographical distribution of professional reg-
istered nurses in Maryland. It was to identify rea-
sons for and assess health consequences of any
nurse shortage, and recommend ways to increase
the number of nurses where they are needed.
On July 1, 1982, the Commission completed its
mandate. The Commission report represents the
culmination of 18 months of in-depth study. The
Commission researched current nursing issues
and made recommendations noted in the report.
