The Center for Environmental and Estuarine
Studies was established by the Board of Regents
in 1970. The Center, in cooperation with the Uni-
versity campuses, conducts studies of environ-
mental problems important to the State of Mary-
land. The program includes research in fields that
have environmental significance, direct service to
State agencies and to the public, technical educa-
tion, and, in collaboration with the campuses,
instruction at the graduate level through the Uni-
versity-wide Marine-Estuarine-Environmental Sci-
ences Program.
The Center has administrative offices and
facilities at the Horn Point Environmental Labo-
ratories on a 720-acre site on the Choptank River
near Cambridge. This property was originally giv-
en to the City of Cambridge by the late Francis
P. DuPont and was conveyed by Cambridge to
the State of Maryland for use by the University
in 1971.
In addition to the Horn Point laboratories, the
Center consists of the Chesapeake Biological Lab-
oratory at Solomons Island on the Patuxent Riv-
er, the Joint UM/DNR Shellfish Biology Pro-
gram at Crisfield, and the Appalachian Environ-
mental Laboratory on the Frostburg State
College Campus. Specialized facilities include re-
search vessels up to sixty-five feet in length, con-
trolled growth facilities at the Chesapeake Biolog-
ical Laboratory, hatcheries at Horn Point and
Crisfield for shellfish propagation of the Bay Re-
gion, and comprehensive analytical facilities for
terrestrial, estuarine, and marine environmental
sciences.
At present, research programs of the Center in-
clude studies of the Chesapeake Bay and the ac-
companying coastal waters of the mid-Atlantic
region; forests, fish, and wildlife of the land areas
of the State; waste management; and investiga-
tions directed toward basic comprehension of the
Maryland environment. Educational emphasis in-
cludes estuarine ecology, resource analysis, the
process of public decision making in matters that
affect environmental quality, and environmental
education in cooperation with other public agen-
cies and groups.

The Maryland Veterans Commission was first
established by Chapter 344, Acts of 1924. It was
reorganized by Chapter 803, Acts of 1945, Chap-
ter 310, Acts of 1966, and Chapters 370 and 617,
Acts of 1971. In 1977 it was removed from the
jurisdiction of the Department of Human Re-
sources, formerly the Department of Employment
and Social Services, and made an independent
agency (Chapter 895, Acts of 1977). Membership
was altered and increased by Chapter 859, Acts
of 1980 and Chapter 730, Acts of 1981. The
Commission is composed of twenty-three Mary-
land veterans appointed by the Governor for sev-
en-year terms. The chairperson of the Maryland
Veterans Home Commission serves as a member,
each congressional district is represented by one
member, and one member serves at large. Of the
remaining members, one each is appointed from
the American Legion, the Disabled American
Veterans, the Catholic War Veterans, the
AMVETS, the Jewish War Veterans, the Veterans
of Foreign Wars, the Veterans of World War I,
the Maryland Retired Officers Association, the
Marine Corps League, the Polish-American War
Veterans, the Fleet Reserve Association, the Or-
der of the Purple. Heart, and the American Ex-
Prisoners of War, Inc. The Governor designates
the chairperson from the membership. The Com-
mission appoints the State Service and Executive
Officer, who serves as administrative director of
the agency.
The Commission has jurisdiction over matters
relating to veterans' cemeteries in Maryland, in-
cluding establishment, acquisition, supervision
and control, and requirements for eligibility for
burial. The Commission maintains a permanent
registry of graves of all persons who served in the
military or naval forces of the country in time of
war and who are buried in Maryland (Code 1957,
Art. 96-1/2, secs. 3-7).
