The State Investment Council supervises the
activities of the State Investment Agency on be-
half of the Board of Trustees. The Council re-
views all investment programs to ensure compli-
ance with established policy. The Council pre-
pares and periodically updates an operations
manual detailing the functions of the Investment
Council, the goals and objectives of the several
investment programs, and the policies governing
investment selection and retention. The Agency
may comingle assets of the several pension sys-
tems, provided that it maintains records of the
percentage participation of each system in any in-
vestment.
The Council consists of seven members. Four
are appointed by the Board of Trustees from
among its membership for staggered four-year
terms, one each representing the Employee Sys-
tem, the Teacher's System, the State Police Sys-
tem, and the ex officio trustees. Three public
members are appointed by the Board of Trustees
with the approval of the Board of Public Works
for staggered four-year terms. Public members
may not be members or beneficiaries of any of
the pension systems and must have experience in
the management and control of large investment
funds. The Board of Trustees annually designates
the chairperson and vice-chairperson of the In-
vestment Council.

The State's Attorneys' Coordination Council
was created by Chapter 710, Acts of 1977. The
same act established the office of State's Attor-
neys' Coordinator, with the Coordinator being se-
lected by and serving at the pleasure of the
State's Attorneys' Coordination Council.
The State's Attorneys' Coordinator has the re-
sponsibility to establish and implement standard
and specialized training programs and provide
materials for State's Attorneys and their profes-
sional staffs, as well as to provide and coordinate
continuing legal education programs and services
for them. With the approval of the Council, he
establishes and implements uniform reporting
procedures for State's Attorneys and their staffs
and meets and confers regularly with the Attor-
ney General, the State's Attorneys, and the
State's Attorneys' Coordination Council. The Co-
ordinator also serves as a liaison between Mary-
land's State's Attorneys and other local, state,
and federal law enforcement agencies and organi-
zations.
The Coordinator's Office publishes a bi-month-
ly newsletter, The Maryland Prosecutor, as well as
specialized manuals on subjects of concern to
Maryland prosecutors. Annually, the State's At-
torneys' Coordinator submits a report to the
Governor, the Attorney General, the General As-
sembly, the State's Attorneys' Coordination
Council, and the Maryland State's Attorneys' As-
sociation, Inc., on the activities of his office.
The State's Attorneys' Coordination Council is
composed of the Attorney General of Maryland,
the State's Attorneys for Baltimore City, Balti-
more County, Anne Arundel County, Prince
George's County, and Montgomery County, and
the State's Attorney from either Howard, Carroll,
or Harford County, the State's Attorney from ei-
ther St. Mary's, Charles, or Calvert County, the
