The Commission consists of five Commission-
ers appointed by the Governor with the advice
and consent of the Senate, one of whom is desig-
nated as chairperson. Members of the Commis-
sion, as of June 30, 1980, continue to serve the
terms under which they were appointed. The term
of the Commissioner appointed to a term com-
mencing July 1, 1980, expires on June 30, 1986,
the term of the Commissioner appointed to a
term commencing July 1, 1981, expires on June
30, 1987, and the term of the Commissioner
appointed to a term commencing on July 1, 1982,
expires on June 30, 1988. Thereafter, members
serve five-year terms (Chapter 729, Acts of 1980).
The General Counsel of the Commission is an at-
torney-at-law of the State and is appointed by
and serves at the pleasure of the Commission
(Chapter 756, Acts of 1976).

OFFICE OF THE PEOPLE'S COUNSEL

The Office of the People's Counsel operates in-
dependently from the Public Service Commission
and may participate in all proceedings before the
Commission. People's Counsel represents the in-
terests of residential consumers of gas, electric,
telephone, sewer and water services and non-com-
mercial users of regulated transportation indus-
tries. The People's Counsel may appear before
any federal or State agency, as necessary, to pro-
tect the interests of residential or noncommercial
users (Chapter 756, Acts of 1976). The Office of
the People's Counsel may use existing staff of the
Commission and also retains additional expert
witnesses to testify in various proceedings before
the Commission; federal energy, transportation,
and telephone agencies; and in judicial proceed-
ings.

PANEL

Chapter 860, Acts of 1978, created a Utility
Consumer Advisory Panel within the Public Ser-
vice Commission. The Panel advises the Public
Service Commission on general goals for the de-
velopment of programs, undertakes studies and
issues reports, and fosters cooperation and under-
standing regarding utility matters among federal,
State, and local agencies, as well as private
groups and consumers. The Panel also advises the
People's Counsel on general goals for the devel-
opment of programs and on specific consumer
goals and objectives in order to assist the Peo-
ple's Counsel in formulating policy in rate cases,
investigations, and other matters in which the
People's Counsel may be involved.

The Panel consists of thirteen public members
geographically representative of the utility con-
suming public. Seven are appointed by the Presi-
dent of the Senate, and six by the Speaker of the
House of Delegates. Originally four appointees
served one-year terms, four served two-year
terms, and five served three-year terms as deter-
mined by lot within each category. Now members
serve three-year terms. The Panel annually elects
a chairperson from its membership and appoints
a secretary. It meets at times determined by the
membership but must meet at least once every
three months with the commissioners of the Pub-
lic Service Commission and the People's Counsel
to advise and assist them.
