The Office of Minority Affairs was created by
Chapter 25, Acts of 1980, pursuant to an Execu-
tive Order submitted to the Legislature in accor-
dance with the provisions of Article 2, Section 24,
of the Constitution of Maryland. The Office of
Minority Affairs replaced the Office of Minority
Business Enterprise of the Department of Eco-
nomic and Community Development. The new
Office assumed the responsibilities of the former
agency and was given additional duties as well.
The Office of Minority Affairs fosters growth
and participation in minority businesses, pro-
motes and coordinates government programs
aimed at strengthening such firms, and provides
technical and management assistance to them. In
addition, the Office advises the Governor on mat-
ters affecting minority employment and minority
rights and interests and provides assistance to mi-
nority citizens, as authorized by the Governor.

Morgan State College was organized in 1867
under the auspices of the Methodist Episcopal
Church as the Centenary Biblical Institute. In
1890 the school's name was changed to Morgan
College in honor of Dr. Lyttleton Morgan,
whose gift of a large sum of money enabled the
