vices and recommends corrective procedures; and
identifies and recommends to the State and local
agencies sources of State and federal funds avail-
able for expanding services and programs. In ad-
dition, it submits an annual report to the Gover-
nor, which sets forth the status of services and
programs for the handicapped with recommenda-
tions for the improvement of service delivery;
meets with and provides technical assistance to
the State Advisory Council on at least a quarterly
basis; and promotes and encourages the develop-
ment of local or regional offices to coordinate ser-
vices to the handicapped.
The State Advisory Council assists the Office
for the Coordination of Services to the Handi-
capped in the implementation and performance of
its responsibilities; reviews statewide activities for
the handicapped; and fosters coordination and
support for programs for the handicapped. The
Council receives and reviews reports and publica-
tions of existing committees and commissions;
studies ways of increasing the use of facilities and
services available to the handicapped; and con-
ducts open meetings to provide direct communi-
cation by the handicapped with private and pub-
lic organizations and the general public in order
to solicit statements regarding the status of pro-
grams, services, needs, desires, and opinions.
The State Advisory Council for the Coordina-
tion of Services to the Handicapped consists of
nineteen members appointed by the Governor.
The Council includes two members from the
State Department of Education, one of whom is
from the Division of Vocational Rehabilitation,
the other from the Division of Special Education;
one member from the Department of Health and
Mental Hygiene, selected from a pertinent area
agency such as Juvenile Services, Mental Health,
Mental Retardation, Medical Care Programs, or
Drug Abuse Administrations; one member each
from the Department of Human Resources, De-
partment of Budget and Fiscal Planning, Depart-
ment of Transportation, and Human Relations
Commission; a representative of local govern-
ment; and one member each from the Senate and
House of Delegates. The Council also includes
nine public members, of whom five are handi-
capped individuals and four represent the legal
profession, the public relations field, private agen-
cies, and an organization for parents of handi-
capped children. Members serve three-year terms
but may not serve for more than six years.
Authorizing legislation for the agency was ex-
tended to June 30, 1984, by Chapter 308, Acts of
1980.

The Hart-Miller-Pleasure Island Citizens Over-
sight Committee was created in 1981 (Chapter
587, Acts of 1981). The Committee monitors the
redeposit of spoil and Baltimore County tributary
spoil within five miles of the Hart-Miller-Pleasure
Island chain in Baltimore County. It also hears
and disposes of complaints lodged by individuals
affected by this spoil.
The Governor appoints the Committee. Mem-
bers include three trustees from the Maryland
Environmental Trust; one individual each from
the North Point Peninsula Community Coordi-
nating Council, Essex Middle River Civic Coun-
cil, Inc., Baltimore County Waterman's Associa-
tion, Greater Dundalk Community Council, and
Hart and Miller Island Area Environmental
Group, Inc.; a representative of the pleasure
boating industry in Baltimore County; and a rep-
resentative of the sport fishing or crabbing indus-
try in Baltimore County. The Committee also in-
cludes three interested citizens who reside in the
7th, 8th, and 9th Legislative Districts (Code Nat-
ural Resources Article, sec. 8-1602.2).

Created in 1980, the Hazardous Waste Facili-
ties Siting Board is an independent seven-member
group appointed by the Governor (Chapter 528,
Acts of 1980). The Maryland Association of
Counties, Maryland Municipal League, and
Maryland Chamber of Commerce each nominate
