The Governor created the Anti-Arson Adviso-
ry Council in 1982 to evaluate the effectiveness of
State and local programs related to arson preven-
tion, detection, and control and to develop state-
wide strategies to combat the crime (Executive
Order 01.01.1982,01).

The Council consists of fourteen members
chaired by the Secretary of Public Safety and
Correctional Services or his designee. The remain-
ing thirteen members include a representative
from the Maryland Senate, nominated by the
president of the Senate; a representative from the
House of Delegates, nominated by the speaker of
the House; and one representative each from the
Maryland Chiefs of Police Association, Inc.,
Maryland State Fire and Rescue Advisory Coun-
cil, Arson Control Association of Maryland,
Maryland Arson Investigators Association, State
Fire Marshal's Office, Juvenile Services Adminis-
tration, Maryland State Firemen's Association,
Office of State's Attorneys' Coordinator, Mary-
land Criminal Justice Coordinating Council,
Mayor's Arson Task Force, and the Maryland
State and District of Columbia Professional
Firefighters Association.

The former Department of Employment Securi-
ty established an Apprenticeship Information
Center in the spring of 1964 under the direction
of the U.S. Department of Labor, Bureau of Ap-
prenticeship and Training. In conjunction with
the opening, the Governor and the Mayor of
Baltimore City jointly appointed a Citizens Advi-
sory Committee. The Governor reactivated this
Committee in 1970 and reappointed its members.

The Apprenticeship Information Center Advi-
sory Committee reviews laws and official deci-
sions that effect the execution of the apprentice-
ship system. It also promotes opportunities for
the employment of youth as apprentices, acts as
consultant and adviser to all groups concerning
apprenticeship, and advises and assists in problem
areas where there is strong or determined resis-
tance to equal opportunity practices. The Com-
mittee encourages the establishment of formal ap-
prenticeship programs, and studies ways and
means of encouraging and accelerating appren-
ticeship job opportunities.

The Committee consists of representatives from
employer groups, labor minorities, the general
public, and State and local government. Officers
serve one-year terms and appoint the Director.
