The Maryland Police Training Commission was
created by Chapter 286, Acts of 1966, to improve
the administration of law enforcement by raising
standards of training and education.
The Commission consists of fourteen members
of whom eleven are non-appointive office holders.
These include the Deputy Secretary of Public
Safety and Correctional Services, the President of
the Maryland Chiefs of Police Association, the
President of the Maryland Law Enforcement Offi-
cers, Inc., the Attorney General of the State of
Maryland, the Superintendent of the Maryland
State Police, the Commissioner of the Baltimore
City Police Department, the President of the Uni-
versity of Maryland, the President of the Eastern
Shore Police Association, a representative of the
Fraternal Order of Police, the President of the
Maryland State Sheriffs' Association, and the
Agent in Charge of the Baltimore office of the
Federal Bureau of Investigation. The Secretary of
Public Safety and Correctional Services, with the
approval of the Governor and with the advice
and consent of the Senate, appoints the remaining
three members for three-year terms. Each
appointed member must be a police official from
a different geographical area of the State. Non-
appointive members may be represented by alter-
nates, except for the Deputy Secretary for Public
Safety and Correctional Services who serves as
chairperson- With the approval of the Secretary
of Public Safety and Correction Services, the
Commission appoints an Executive Director, to
serve at its pleasure.
Subject to the authority of the Secretary of
Public Safety and Correctional Services, the Com-
mission (under Article 41, sec. 70A, of the Anno-
tated Code of Maryland) is vested with the fol-
lowing authority, responsibilities, and duties: to
prescribe standards for the approval and continu-
ation of approval of entrance-level and in-service
schools at which police training and security
training courses shall be conducted, including but
not limited to present existing State, regional,
county, and municipal police training schools; to
approve and issue certificates of approval to such
training schools; to inspect them from time to
time, and to revoke for cause any approval or
certificate issued. It prescribes curriculum, mini-
mum courses of study, attendance requirements,
eligibility to attend, equipment and facilities, and
standards of operation for such training schools.
The Commission requires that curriculum and
minimum courses of study for entry and in-ser-

vice police training conducted by the State and
all county and municipal police training schools
include in each training cycle special training, at-
tention to, and study of the application and the
enforcement of the criminal laws concerning rape
and sexual offenses and related evidentiary proce-
dures, and also contact with and treatment of vic-
tims of these crimes. It prescribes minimum quali-
fications for instructors at such schools and
certifies qualified instructors for approved train-
ing schools. It certifies officers who have satisfac-
torily completed training programs and issues ap-
propriate certificates to them, and conducts and
operates approved police training schools. It cer-
tifies persons as police officers who have met cer-
tain standards of the Commission and, under cer-
tain conditions, has the authority to suspend or
revoke the certification.
The Commission is authorized to make a con-
tinuous study of entrance-level and in-service
training methods and procedures and to consult
with and accept the cooperation of any recog-
nized federal, State, or municipal law enforcement
agency or educational institution. It consults and
cooperates with State universities, colleges, and
institutions to develop courses of study in police
science and police administration for police offi-
cers, and it consults and cooperates with other
departments and agencies of the State concerned
with police training. Persons who have not been
satisfactorily trained during the twelve-month
probationary period may not be employed as po-
lice officers, and no one may serve as a police of-
ficer after the certification has been revoked or
suspended by the Commi<;<;inn or it has lapsed.
The administrative staff of the Commission
also performs staff duties and responsibilities in
connection with the Correctional Training Com-
mission (Code 1957, Art. 41, sec. 70A).

The Sundry Claims Board was established by
Chapter 440, Acts of 1961, to administer claims
filed by any prisoner in the Patuxent Institution,
the Maryland Penitentiary, the Maryland House
of Correction, or any other institution under the
supervision of the Division of Correction, who
has been injured in the course of his employment
