MARYLAND CONSERVATION CORPS

In 1982 the General Assembly authorized the
creation of a Maryland Conservation Corps with-
out funding (Chapter 297, Acts of 1982). The in-
tent of the legislation was to devise a means of
enabling the State to act quickly to establish such
a Corps should federal or State monies become
available for its funding. The Corps would pro-
vide meaningful and productive work in the de-
velopment and maintenance of the State's natural
resources (Code Natural Resources Article, sec.
5-218).

The Maryland Environmental Service (MES)
was created by Chapter 240, Acts of 1970, as a
public corporation to help local government and
industry eliminate pollution resulting from the
disposal of liquid and solid wastes. On July 1,
1972, the Service was authorized to provide water
supply and related facilities. The Hazardous
Waste Siting Program Act of 1980 created an in-
dependent board with the power to approve the
location of hazardous waste disposal facilities and
requires the Maryland Environmental Service
(MES) to provide staffing for the Hazardous
Waste Facilities Siting Board and carry out cer-
tain other related activities.
The MES corporation is governed by a three-
member Board of Directors consisting of a Direc-
tor, a Secretary, and a Treasurer who are
appointed by the Secretary of Natural Resources
with the approval of the Governor. As a public
utility enterprise, the Service may plan, finance,
construct, operate, and maintain liquid and solid
waste management systems and water supply fa-
cilities. The Service is a nationally-recognized
leader in the field of resource recovery.
In 1982, MES operated over 100 water, waste-
water, and solid waste management projects
throughout the State with a combined operating
budget in excess of $20 million (Code Natural
Resources Article, secs. 3-101 through 3-132).
