the mining operation can begin. Active mines are
monitored for compliance with the law and agree-
ment with the approved plans.
Abandoned Mines: Recent legislation makes
possible the restoration of abandoned mines,
which for decades have presented serious environ-
mental problems. Money collected from a surface
on minedcoal is used to repair the environmental
damage caused by abandoned mines. In addition,
abandoned mines are reclaimed in conjunction
with the Active Mining Program.

The Energy Office implements the State Energy
Conservation Plan, funded under the National
Energy Policy and Conservation Act. A State En-
ergy Conservation Board was formed to assist in
this effort. The Office sponsors a variety of train-
ing programs aimed at energy consumers in the
residential, commerical, industrial, transportation,
and government areas. It implements the federal
Institutional Building Grants Program, and its
Energy Extension Service is the lead agency for
the Residential Conservation Service.
The Energy Office is responsible for fuel alloca-
tions and contingency planning for energy supply
emergencies.
The Energy Office is served by two committees:

The Committee was established under the State
Energy Conservation Plan to respond to the

needs of local jurisdictions. Appointed by the En-
ergy Office Director, the Committee assists with
conferences and roundtables and advises on liter-
ature and programs (Code Natural Resources Ar-
ticle, sec. 11-102).

The Land Reclamation Committee, originally
established by Chapter 144, Acts of 1967, had its
functions expanded by Chapter 414, Acts of
1969, Chapter 6, Acts of the Special Session of
1973, and Chapter 299, Acts of 1982. The Com-
mittee consists of thirteen members. Four mem-
bers of the Department of Natural Resources, in-
cluding a chairperson of the Committee, are
appointed by the Secretary of Natural Resources.
One member represents the soil conservation dis-
trict of Allegany County, and one represents the
soil conservation district of Garrett County. Two
members are appointed by the Governor with the
advice and consent of the Senate for three-year
terms to represent the mining industry. The Plan-
ning and Zoning Commissions of Allegany Coun-
ty and Garrett County are each represented by a
member who serves a three-year term. The Secre-
tary of Natural Resources appoints for three-year
terms two members from the community who do
not have any interest in any mining operation.
One of these must reside in Allegany County and
the other in Garrett County. One member of the
Department of Health and Mental Hygiene is
appointed by the Secretary of Health and Mental
Hygiene.
