1978. The Commission's membership consists of
fifteen voting members who serve three-year stag-
gered terms.

The Commission is specifically mandated to
serve as the advisory body to the Governor, the
General Assembly, and agencies within the Exec-
utive Department on matters relating to the His-
panic population of Maryland; to work with the
Hispanic population of Maryland, community
leaders, private groups, and agencies of State and
local government for the purpose of serving and
representing the State's Hispanic population. The
Commission promotes the coordination of, and to
the degree feasible participates in the evaluation
of, programs and services provided by State and
federal governments and private agencies that af-
fect the Hispanic population of Maryland. It co-
operates with federal. State, and local government
agencies and private groups concerning other
matters that affect the State's Hispanic popula-
tion; and reviews and comments on any proposed
federal, State, or local legislation, regulations,
policies, or programs that affect the Hispanic
population of Maryland. The Commission com-
ments and makes appropriate recommendations
on matters affecting the health, safety, and wel-
fare of the Hispanic population of Maryland.

At the request of the General Assembly, the
Governor originally created this Commission as
the Governor's Committee for the Regulation and
Study of Migratory Labor in Maryland. It was
authorized in 1959 to develop and recommend
standards to ensure that out-of-state farm labor-
ers are imported, maintained, and employed in
Maryland under satisfactory conditions of hous-
ing, sanitation, health, and welfare (Res. No. 9,
Acts of 1959). By Executive Order, the Commit-
tee was assigned to the Department of Social Ser-
vices in 1971 and reassigned in 1976 to the Depart-

ment of Human Resources. An Executive Order of
1981 reconstituted the Commission by its present
name within the Department of Human Resources
and expanded its mandate to include seasonal
farmworkers within the State.

The Commission consists of the following mem-
bers or their designees: the Secretary of Human
Resources, the Secretary of Health and Mental
Hygiene, the Secretary of Agriculture, the Secre-
tary of Licensing and Regulation, the State Super-
intendent of Education, the Director of the Coop-
erative Extension Service of the University of
Maryland, the Executive Vice-President-Secretary
of the Mid-Atlantic Food Processors Association,
the President of the Maryland Farm Bureau, Inc.,
the Secretary-Treasurer of the Maryland-District
of Columbia AFL-CIO, the Executive Director of
the Maryland Food Committee, Inc., the Presi-
dent of the Maryland Vegetable Growers' Associ-
ation, the President of the Maryland Horticulture
Society, and the President of the Resource Associ-
ation for Migrant Programs. The Commission
also includes a representative of the Governor's
office, two representatives of the farmworkers
community, a representative of the Maryland
Catholic Rural and Migrant Life Ministries, and a
representative of the Delmarva Rural Ministries.

The Maryland Service Corps was created in
1972 to promote and support a statewide pro-
gram of voluntarism and citizen participation that
strengthens the capability of public and private
non-profit agencies to provide certain services.
The Maryland Service Corps Advisory Council
was created by the same legislation (Chapter 354,
Acts of 1972).

Members of the Advisory Council serve for an
indefinite term. Nine members are appointed by
the Governor, including one representing the gen-
eral public, three representing local government,
three representing private organizations, one a
member of the House of Delegates, and one a
