The Commission on Physical Fitness was creat-
ed by Chapter 606, Acts of 1963, to protect and
improve the physical fitness of the residents of
this State.
The Commission maintains liaison with the
State Department of Education, the City of
Baltimore and county Boards of Education, pri-
vate and parochial schools, and physical fitness
commissions. It also disseminates information
about physical fitness, and collects and assembles
information from other departments and agencies
of the State.
The Commission consists of twenty-five mem-
bers, including a chairperson, all appointed by
the Governor upon recommendation of the Secre-
tary of Health and Mental Hygiene. Members are
chosen for their interest or experience in physical
fitness for both youth and adults. They serve
four-year terms. The Commission appoints the
Executive Director, who also serves as the Secre-
tary of the Commission.
The Governor also appoints in each county
and the City of Baltimore a local Physical Fitness
Commission, composed of from fifteen to twenty-
five residents of the particular political subdivi-
sion. The Governor designates the chairperson of
each Commission (Code Health-General Article,
Title 13, Subtitle 4).

The Radiation Control Advisory Board was es-
tablished by Chapter 88, Acts of 1960. It con-

suits with and renders its advice to the Secretary
of Health and Mental Hygiene on problems, pro-
cedures, and matters relating to radiation. The
Board's ten members are appointed by the Secre-
tary of Health and Mental Hygiene for four-year
terms (Code Health-Environmental Article, Title
8, Subtitle 2).

The Council on Toxic Substances was estab-
lished by Chapter 370, Acts of 1979. The Council
collects and evaluates all available data pertinent
to toxic and carcinogenic substances, including
asbestos in schools and public buildings, and ad-
vises the Secretary of Health and Mental Hygiene
on short-range and long-range courses of action
in dealing with such substances. The Council re-
sponds to requests from the Secretary for advice
on specific problems, and assists appropriate
State agencies and private individuals or organi-
zations on the development of grants proposals
relating to toxic and carcinogenic substances. The
Council evaluates the economic impact of propos-
als relating to toxic and carcinogenic substances
and develops an effective communication system
for dealing with emergencies involving these sub-
stances. The Secretary of the Department is to re-
fer to the Council all significant issues involving
toxic and carcinogenic substances.
The Council consists of twenty-five members
appointed by the Governor from a list of persons
recommended by the Secretary of Health and
Mental Hygiene, one member of the Senate of
Maryland appointed by the president of the Sen-
ate, and one member of the House of Delegates
appointed by the speaker of the House.
Each Council member must be knowledgeable
or have a serious interest in toxic and carcinogen-
ic substances. The Council is comprised of repre-
