The Aged and Chronically 111 Services Admin-
istration is responsible for programs whose pur-
pose is first, to prevent the onset or avert the oc-
currence of disease, second, to detect disease at a
sufficiently early stage to permit intervention in
order to arrest or decelerate the rate of progres-
sion of the disease, and third, to contain (prevent
or reduce) complications, sequelae, disability, and
premature mortality.

The Adult Health Program Development Divi-
sion is responsible for the Hypertension and Car-
diovascular Disease Control program, which as-
sists local health departments and other providers
with financial and technical assistance and the
training of personnel to establish high blood pres-
sure programs. The Division also administers the
Adult Nutrition Program. In both the private
and public sectors, this Program coordinates nu-
trition education and direct services designed to
control nutrition-related risk factors in chronic
disease.

The Cancer Control Program plans, promotes,
and conducts cancer control activities, particular-
ly in the areas of cervical and breast cancer. It
gathers information to aid in planning and inves-
tigating the causes of cancer. It provides public
and professional education and information relat-
ed to the control of cancer.

The Division of Services to the Aging assists
impaired older persons to maintain themselves or
to be maintained at the highest possible level of
independence in the community. It promotes the
provision of appropriate institutional long-term
care for those persons who must receive it. The
Division includes Community Based Services to
the Aging (Day Care for the Elderly, Geriatric
Evaluation Services, and Home Health Services)
and Institutional Services to the Aging, which
give program consultation to long-term care facil-
ities in the public and private sectors.

The Administration also directs three chronic
disease hospital centers: Deer's Head Center, Wes-
tern Maryland Center, and Montebello Center,
plus a separate nursing home, the Tawes-Bland
Bryant Nursing Home. Deer's Head Center pro-
vides two levels of in-patient care—chronic dis-
ease hospital (including a small hospice service)
and comprehensive care facility—out-patient end-
stage kidney dialysis, and out-patient rehabilita-
tion therapy. Western Maryland Center pro-

vides chronic diseases hospital and comprehensive
care facility in-patient care, out-patient end-stage
kidney dialysis, adult day treatment services, and
out-patient rehabilitation services. Montebello
Center provides out-patient and in-patient reha-
bilitation medicine services. Tawes-Bland Bryant
provides nursing home care to geriatric patients
who have been in-patients of State hospitals and
cannot be placed in non-State facilities.

Through a reimbursement program, the Mary-
land End-Stage Kidney Disease Program ensures
access to needed services for all patients suffering
from irreversible kidney disease.

Authorized by Chapter 994, Acts of 1945,
Deer's Head Center was established in 1950. It is
the regional facility for chronically ill and elderly
adults in need of physical medicine and rehabili-
tation services, or general medical care for chron-
ic disease or terminal illness. The Center also op-
erates a kidney dialysis facility for area residents.
The licensed capacity for the Center is 235 pa-
tient beds (Code Health-General Article, sec.
19-502).

Montebello Center, authorized by Chapter 412,
Acts of 1951, opened in 1953. It is the principal
unit of the chronic disease hospital system. The
Center provides hospitalization for chronically ill
and aging adults who need physical medicine and
rehabilitation services (Code Health-General Arti-
cle, sec. 19-502).
