LOWELL K. BRIDWELL, Secretary of Transportation. Attended Otterbein College
of Ohio State University. Special assistant to the under-secretary for Transportation,
U.S. Department of Commerce, 1962-1963; acting deputy administrator, U.S. Bureau
of Public Roads, 1963-1964; deputy under-secretary, U.S. Department of Commerce,
1964-1967; federal highway administrator, Washington, D.C., 1967-1969. As deputy
under-secretary of the U.S. Department of Commerce served as a principal architect
in organizing the U.S. Department of Transportation; provided major contribution as
a consultant to the task force that recommended creation of the Maryland Depart-
ment of Transportation. Secretary's Award. Outstanding Achievement, U.S. Depart-

TORREY C. BROWN, Secretary of Natural Resources. Born in Chicago, Illinois,
February 28, 1937. Attended Chicago public schools; Wheaton College, A.B., 1957;

The Johns Hopkins University School of Medicine, M.D., 1961. Physician. Served
with the U.S. Public Health Service, 1963-1965. Member, Alpha Omega Alpha; The
John Hopkins Medical Society; American Heart Association; Southern Salt, Water
and Kidney Club; American Federation for Clinical Research; American Society of
Nephrology; American Board of Internal Medicine; Fellow of the American College
of Physicians. Contributor to many medical journals. Married. Member of the House
of Delegates 1971-1983. Secretary of Transportation since 1983. Office address: Tawes

CHARLES R. BUCK, JR., Secretary of Health and Mental Hygiene. Bom on

March 28, 1941, in Peoria, Illinois. Attended Northwestern University, B.S., 1964;

University of Missouri, M.S.I.E., 1965, M.S.P.H., 1969; The Johns Hopkins Universi-
ty, Sc.D., 1972. Awarded Doctoral Dissertation Research Grant, Pharmaceutical
Manufacturers Association, 1972; associate member, Sigma Xi; member, Alpha Pi
Mu, Industrial Engineering Honorary. Former director of planning, The Johns Hop-
kins Medical Institutions, and assistant professor of Health Services Administration,
The Johns Hopkins School of Public Health; director of Municipal Health Services,
Robert Wood Johnson Foundation, 1974-1978. Author or co-author of various arti-
cles on health care management, including "Should Planning Agencies Allocate Man-
agers Instead of Beds?," New England Journal a/Medicine 299 (1978); "Peer Review:

Impact of a System Based on Billing Claims," Ibid.. (1974). Married to Nancy Shores;

WAYNE A. CAWLEY, JR., Secretary of Agriculture. Born October 4, 1923, in Den-
ton, Maryland. Attended Washington College, B.A. (Economics), 1948; University of
Maryland School of Law. Served in the 82nd Airborne Division's 508th Parachute In-
fantry Regiment in World War II, with combat service in the European Theater.
Fanner for twenty-five years, currently operating with sons a 1,800-acre grain farm on
the Eastern Shore. Former vice-president, Denton National Bank, and director of the
bank's Farm Department. Past president of Rotary; former vice-president, Caroline
County Farm Bureau. Named Caroline County's "Outstanding Farmer" in 1974.
Chairperson, Governor's Task Force to Streamline State Government. Member, Emer-
gency Management Advisory Council, State Development Council, Governor's Coun-
cil on the Environment. Ex officio member. Board of Regents of the University of
Maryland. Treasurer, Southern U. S. Trade Association. Married to Barbara Wynne
Cooper; 5 children. Secretary of Agriculture since 1979. Office address: 50 Harry S.
