registered professional nurses to provide quality
health care to Marylanders. The Commission
consists of sixteen members appointed by the
Governor, one each from the Statewide Health
Coordinating Commission, the Medical and
Chirurgical Faculty, the Medical Nurses Associa-
tion, Inc., the Board of Medical Examiners, the
State Board of Examiners of Nurses, the Health
Services Cost Review Commission, the Associa-
tion of Colleges of Nursing, and the Council of
Nursing Service Administrators. Two members
are appointed from the general public, and two
members each are selected from the Senate and
House of Delegates.

The Commission is to survey the numerical
and geographical distribution of professional reg-
istered nurses in Maryland, identify the reasons
and assess the health consequences of any short-
age of nurses, and recommend means of increas-
ing the number of nurses where they are needed.
The Commission is to report its findings to the
General Assembly by July 1, 1982.

The Maryland Potomac Water Authority, cre-
ated by Chapter 411, Acts of 1969, consists of
ten members of whom the Secretary of Natural

Independent Agencies/343

Resources, the Secretary of State Planning, and
the General Manager of the Washington Subur-
ban Sanitary District are ex officio and non-vot-
ing members. The governing body of each of the
represented counties within the Authority's juris-
diction, namely Allegany, Frederick, Garrett,
Montgomery, Prince George's, and Washington
counties, appoints one of its members to serve on
the Authority. An additional member serves as
an alternate. All members may vote except the
Garrett County member until such time as
Garrett County is assessed for payments to the
Authority. The Governor appoints one voting
member to serve as its Chairperson and he serves
at the Governor's pleasure.

The Authority has the power to conserve, con-
trol, and use for beneficial service the storm and
flood waters of the rivers and streams of the Po-
tomac River watershed in the District. The Au-
thority also has the power to finance the non-fed-
eral costs of the Bloomington Dam Project for
water supply (Code Natural Resources Art., secs.
8-501 through 8-515).

The Property Tax Assessment Appeals Boards
are responsible for hearing appeals filed in mat-
ters relating to the assessment of property in the
twenty-three Maryland counties and Baltimore
City. The Office of the Administrator coordinates
the administrative and related support to the
twenty-four boards, including regulatory, budget-
ary, personnel, and legal matters. The administra-
tor promulgates uniform rules and regulations
governing the activities of the Property Tax As-
sessment Appeals Boards of the counties and
Baltimore City, and is responsible for the consis-
tent application of those rules and regulations.
The administrator devises and prescribes uniform
blanks for orders, statements advising taxpayers
of their right to appeal, and other notices or re-
ports required of the Property Tax Assessment
Appeals Boards. Each Property Tax Assessment
Appeals Board has jurisdiction over all appeals in
that county or Baltimore City concerning proper-
ty tax assessments, and over any other local tax
