The Office of Minority Affairs was created by
Chapter 25, Acts of 1980, pursuant to an Execu-
tive Order submitted to the Legislature in accor-
dance with the provisions of Article 2, Section 24,
of the Constitution of Maryland. The Office of
Minority Affairs replaced and assumed the re-
sponsibilities of the Office of Minority Business
Enterprise, Department of Economic and Com-
munity Development, and was given additional
duties as well.

The Office of Minority Affairs has the respon-
sibility to foster growth and participation in mi-
nority businesses, to promote and coordinate gov-
ernment programs aimed at strengthening such
firms, and to provide technical and management
assistance to them. In addition the Office is to
advise the Governor on matters affecting minority
employment and minority rights and interests
and to provide assistance to minority citizens, as
authorized by the Governor.
