The Fair Campaign Financing Commission was
created by Chapter 729, Acts of 1974, to estab-
lish campaign expenditure limits for certain can-
didates and to provide for the public financing of
election campaigns. The Commission consists of
nine members appointed for five-year terms. Two
members representing the majority and minority
political parties are appointed by the Governor.
One member is appointed by the President of the
Senate, one by the Speaker of the House of Dele-
gates, and one by the Chief Judge of the Court of
Appeals. The Governor appoints the four remain-
ing members from the general public. Two of
these members must represent minority groups in
Maryland. The Administrator of the State Ad-
ministrative Board of Election Laws or his desig-
nee serves as an advisor to the Commission. The
Commission selects its own officers (Code 1957,
Art. 33, secs. 30-1 to 30-10; Art. 81, secs. 465-
467).

The Maryland Food Center Authority, origi-
nally created as the Greater Baltimore Consoli-
dated Wholesale Food Market Authority by
Chapter 145, Acts of 1967, is to establish, oper-
ate, and maintain a consolidated food center
within the Greater Baltimore Region. By Chapter
475, Acts of 1972, the Authority assumed the lia-
bilities and interim operation of the Baltimore
Wholesale Produce Market administered by the
former New Marsh Wholesale Produce Market
Authority. On January 15, 1976, the Baltimore
Wholesale Produce Market facility reverted by
deed to the City of Baltimore to be used for pur-
poses other than as a produce market.

The Authority consists of the Comptroller of
the Treasury, the Secretary of the Department of
General Services, the Secretary of the Department
of Agriculture, and the Director of Extension Ser-
vices of the University of Maryland who serve ex
officio and eight members appointed for five-year
terms by the Governor with the advice and con-
sent of the Senate. One or more terms expire each
year and any member may be reappointed. One
member must be a resident of Howard County.
The Authority selects its own officers and staff.

Chapter 729, Acts of 1975, revised the compo-
sition of the Advisory Council to consist of elev-
en members, with five members appointed by the
Maryland Agricultural Commission and five
appointed by produce merchants who are tenants
in the Maryland Wholesale Produce Market. The
Executive Director of the Authority serves as the
non-voting, ex officio chairperson of the Advisory
Council.
