Title VII-A of the Higher Education Act of
1965 (Public Law 89-329, as amended) provides
federal grants to institutions of higher education
to finance the construction of classrooms, labora-
tories, and libraries.

Title VI1-C of the same Act provides federal
grants to subsidize the interest payments on
bonds and mortgages used to finance such con-
struction when direct federal funding is unavail-
able.

Title VI-A of the same Act provides federal
grants to institutions of higher education for the
purchase or installation of laboratory and other
special equipment and materials, and television
equipment and materials for closed circuit direct
instruction.

In accordance with the provisions of these Ti-
tles, the Governor designated the Board of Public
Works as the State Commission to administer the
various programs. In addition, the Governor cre-
ated in 1964 an Advisory Council to assist and
make recommendations to the Board of Public
Works on matters pertaining to these programs.

The Advisory Council canies out its responsi-
bilities by processing applications and recom-
mending priorities for federal grants among the
eligible institutions, by disseminating information,
and by maintaining liaison between the colleges
in Maryland, the State Commission, and the
United States Office of Education. The Depart-
ment of State Planning provides staff assistance
to the Advisory Council.

Members of the Advisory Council are ap-
pointed by the Governor for indefinite terms of
office.

The Maryland Higher Education Loan Corpo-
ration, created by Chapter 589, Acts of 1963,
consists of eleven members. The Chairperson of
the State Scholarship Board and the President of
the University of Maryland, or his designated
representative, serve as ex officio members. The
remaining members are appointed by the Gover-
nor with the advice and consent of the Senate for
six-year terms. The Governor designates the
Chairperson and the Vice-Chairperson.

The Corporation has the power to lend money
or to guarantee loans made by approved lenders
to residents of the State who are attending or are
planning to attend colleges or vocational, trade,
and technical schools within or without the State.
The Corporation may accept gifts, bequests, and
governmental appropriations or grants for its pur-
poses. The Corporation is also empowered to es-
tablish rules and regulations for the granting, ad-
ministration, and repayment of student loans.

Program changes enacted by the 1966 and the
1967 sessions of the General Assembly enable the
Corporation to enter into agreements with the
U. S. Office of Education under which the federal
government will provide repayable advance funds
to be added to the student loan reserve and
makes Maryland residents eligible to receive a
federal subsidy for part of the interest on their
loans (Code Education Article, secs. 18-1001
through 18-1014).
