three are appointed by the Governor because of
their interest in educational matters and who re-
flect the interests of the State government, higher
education, the State educational system, and local
education. Their terms coincide with those of the
appointing Governor. The ex officio members are
the Governor and the State Superintendent of
Schools. One member is appointed by the Presi-
dent of the Senate and one by the Speaker of the
House of Delegates (Code Education Article,
secs. 25-101 through 25-104).

The Education Coordinating Committee was
created by Chapter 538, Acts of 1976, to coordi-
nate the policies and activities of the boards
named. The Committee consists of three members
of the State Board of Education selected by its
President, three members of the State Board for
Higher Education selected by the Chairperson,
the State Superintendent of Schools, and the
Commissioner of Higher Education. The Com-
mittee selects its own Chairperson. The Commit-
tee is to study, consider, and make recommenda-
tions regarding educational policies that concern
or have an effect on elementary, secondary, or
higher education (Code Education Article, secs.
24-101 through 24-105).

The State Board for Higher Education was cre-
ated by Chapter 538, Acts of 1976, to replace the
Maryland Council for Higher Education, which
originally was created by Chapter 41, Acts of
1963, as the Advisory Council on Higher Educa-
tion.
The State Board consists of eleven lay members
appointed by the Governor with the advice and
consent of the Senate. Members serve five-year
terms. Members are eligible for reappointment,
but no person may serve more than two full
terms (Code, Education Article, secs. 12, 17, 24,
25).
The Board is assisted by a Segmental Advisory
Committee consisting of nine members appointed
by the Governor. Of these nine members, one
represents the University of Maryland Board of
Regents; one represents the Morgan State Univer-
sity Board of Regents; two represent the Board of
Trustees of the State Universities and Colleges;
two represent the State Board for Community
Colleges; two represent the private colleges and
universities in the State; and one represents the
postsecondary vocational-technical institutions in
Maryland. These members serve two-year terms
and they are eligible for reappointment.
The State Board appoints a Commissioner for
Higher Education who executes the policies
adopted by the Board, directs the Board's staff,
and serves as a member of the Governor's Execu-
tive Council. The Commissioner serves a four-
year term and is eligible for reappointment.
The Board carries forth its broad responsibility
for coordinating the overall growth and develop-
ment of postsecondary education through activi-
ties in the following functional areas:
