the Deaf, opened in September 1973 (Code Edu-
cation Article, sec. 8-304).

The school offers an academic education simi-
lar to that of public schools and in addition pro-
vides thorough instruction in communication
skills, including speech and speech reading, signs
and fingerspelling, auditory training, and use of
individual hearing aids. In addition to the aca-
demic program, courses of study in vocational ed-
ucation are also offered to both male and female
students. The vocational training includes indus-
trial arts, homemaking, woodworking, auto-body
shop, and electro-mechanics. The school offers a
broad athletic and physical education program,
including such major sports as football, baseball,
track, gymnastics, wrestling, and swimming, as
well as a wide range of social and recreational ac-
tivities. Vocational rehabilitation services are
available to all graduating students to assist them
in seeking employment, vocational or technical
training, or higher education.

The Delmarva Advisory Council, originally
called the Delmarva Steering Committee, was
recommended at the Delmarva Development
meeting held in Salisbury on December 3, 1963.
The meeting was attended by the Governors and
representatives of Maryland, Delaware, and Vir-
ginia. As a result of this meeting, the Council was
established in 1964 to advance the economic and
cultural welfare of the people of the Delmarva
Peninsula through advice, counsel, and assistance
to such government agencies and private organi-
zations as are concerned with programs and ac-
tivities to develop the resources and economic ac-
tivities of the area. At a second Governors'
Conference held on May 11, 1967, the Delmarva
Peninsula was designated by the U. S. Depart-
ment of Commerce and the Economic Develop-
ment Administration as the Delmarva Economic
Development District under the terms of the Pub-
lic Works and Economic Development Act of
1965. The Delmarva Advisory Council is the or-
ganization designated by the three governors to
advise and work with the local organizations in
carrying out projects of the overall economic de-
velopment program. The Council consists of for-
ty-seven members from the three States and sev-
eral advisory members. Council members serve
for varied terms.

The Governor created the Maryland Council
on the Economy, Environment, and Energy Pro-
duction by Executive Order in 1978 to succeed
the Maryland Council on the Environment. The
Council is to assist in the formulation of a coor-
dinated policy for the development of natural re-
sources, the protection of the environment, and
the stimulus of the State's economy. It shall assist
in the resolution of potential conflicts between
