Acting Governor Blair Lee III created the
Commission on Condominiums at the request of
the General Assembly in 1977 (Res. No. 41, Acts
of 1977). The Commission was reconstituted and
reactivated in 1979 by the governor's veto mes-
sage for Senate Bill 587.

The charge of the Commission is to investigate
the condominium industry in Maryland, review
and evaluate existing laws pertaining to condo-
miniums, ascertain what problems exist in devel-
opment and operations, report its findings to the
Governor and General Assembly, and make rec-
ommendations for legislative action.

The Governor appointed this special Commis-
sion in 1965 at the request of the General Assem-
bly to make a comprehensive study and review of
the criminal laws of the State, criminal proce-
dures, and the administration of criminal justice
(Res. No. 22, Acts of 1965).

The Commission submitted its interim report
on October 16, 1971, to the Governor and the
Legislature. Volumes containing a Report and
Part I of a Proposed Criminal Code (June 1972)
and a Report and Part II of a Proposed Criminal
Code (September 1973) were circulated among
the Bench, Bar, and interested public for study
and comment. The Commission then submitted a
revised draft of a bill and commentary, published
as Legislative Council Item No. 6-13 (November
25, 1974). The draft is currently under study by
committees of the Legislature.

Created in 1980 by executive order, this Com-
mission replaces the former Committee to Study
the State Debt. The Commission serves as an ad-
visory group whose purpose is to annually recom-
mend to the Board of Public Works a State tax
rate on real and personal property sufficient to
provide funds to meet debt service requirements
on outstanding general obligation bonds during
the next ensuing fiscal year.

Established by executive order in 1980, this
Council is to study existing programs, laws, and
tax policies that affect statewide development and
to make recommendations for a consistent State
policy for physical and economic development de-
cisions. The Council is to address the broad spec-
trum of State development issues, including agri-
cultural preservation, urban conservation and
strategy, environmental and historic preservation,
rural development, and economic development,
and examine State policies on land use, invest-
ments, facilities, and sewage.
