The Governor appointed this special Commis-
sion at the request of the General Assembly (Sen-
ate Joint Res. No. 7, Acts of 1979) to study the
need for revision in existing adoption laws, espe-
cially with regard to opening adoption records for
inspection by adopted children.
The Commission is composed of three members
of the Senate appointed by the president of the
Senate, three members of the House of Delegates
appointed by the speaker of the House, and nine
members, including an adoptee, an adoptive par-
ent, and a birth mother, appointed by the Gover-
nor. The Commission was to make its recommen-
dations prior to the convening of the 1980 session
of the General Assembly.

The former Department of Employment Securi-
ty established an Apprenticeship Information
Center in the spring of 1964 under the direction
of the U.S. Department of Labor, Bureau of Ap-
prenticeship and Training. In conjunction with
the opening, the Governor and the Mayor of
Baltimore City jointly appointed a Citizens Advi-
sory Committee. The Governor reactivated this
Committee in 1970 and reappointed its members.
The Committee consists of representatives from
employer groups, labor minorities, the general
public, and State and local government. The pri-
mary duty of the Committee is to review all man-
ner of legislation or official decisions that are
made effecting the execution of the apprenticeship
system. The Committee is also to promote
opportunities for employment of youths as ap-
prentices, act as consultants and advisers to all
groups concerning apprenticeship, advise and as-
sist in problem areas where resistance to equal
