The Department of Human Resources was created in 1970 as the Department of Employment and
Social Services by Chapter 96, Acts of 1970. The Department adopted its present name in 1975 (Chap-
ter 382, Acts of 1975).
The Department of Human Resources consists of the following component agencies: the Employ-
ment Security Administration, the Social Services Administration, the Income Maintenance Adminis-
tration, and the Community Programs Administration.

The Employment Security Administration ad-
ministers the Unemployment Insurance Program,
the Employment Service, and the Work Incentive
Program for Maryland. The Agency is headed by
an Executive Director appointed by the Secretary
of Human Resources and serves at his pleasure.
Originally established by Chapter 314, Acts of
1937, the Administration adopted its present
name by Chapter 96, Acts of 1970 (Code 1957,
Art. 95A, and Art. 41, sec. 205F).
The programs of the Employment Security Ad-
ministration must be administered in accordance
with the Federal Unemployment Tax Act, the So-
cial Security Act, and regulations promulgated by
the U. S. Departments of Labor and Health and
Human Services. All the administrative costs of
the Unemployment Insurance and Employment
Service programs and 90 percent of the cost of
the Work Incentive Program are financed by the
federal government.

The Secretary of Human Resources appoints a
State Advisory Council, consisting of an equal
number of representatives from the public, the
employer, and the employee. The Council aids the
Executive Director in formulating policies and
discusses with him problems that arise in the ad-
ministration of the law to ensure impartial solu-
tions of such problems (Code 1957, Art. 95A,
sec. 12).
