The Division also produces appropriate audio-
visual exhibits and presentations in support of or
in conjunction with Departmental activities. It
also coordinates all paid advertising by the De-
partment.

Created by Chapter 5, Acts of 1980, the Office
and Council operate within the Department of
Economic and Community Development's Divi-
sion of Public Affairs to promote the production
of motion picture and television films in Mary-
land. The General Assembly's action resulted
from previous success in luring movie makers to
the State through part-time efforts connected
with the Public Affairs Division's visual commu-
nications program.
The Motion Picture and Television Develop-
ment Office prepares and distributes materials
promoting desirable film locations in the state
and provides production companies with a wide
range of logistical assistance, such as location
scouting, securing permits, casting, film crew
housing, catering, and equipment rental.
The Office has assisted in the filming of several
feature motion pictures that used Maryland loca-
tions, including "The Seduction of Joe Tynan,"
"And Justice for All," and a CBS television spe-
cial, "The Voyage of the Mayflower."
The Motion Picture and Television Develop-
ment and Advisory Council serves as an advisory
body to the Department of Economic and Com-
munity Development. The Council consists of
twelve members representing both government
and the state's television and movie industry.
Two are members of the General Assembly, ap-

pointed by the speaker of the House and the
president of the Senate. Ten are appointed by the
Secretary of Economic and Community Develop-
ment with the approval of the Governor and the
advice and consent of the Senate.

The Division of Administrative Services was
established by order of the Secretary in April
1976 to integrate several essential support services
for the Department. It provides advice, guidance,
and technical support to the Department's senior
program directors and operating components in
various areas of administrative management, and
serves as the primary focus of responsibility for
the following: development, monitoring, and eval-
uation of program plans; development of Depart-
mental budget proposals and projections; mainte-
nance of fund accounts; and purchasing of pro-
ducts and services required for the conduct of
Departmental activities. The Division also pro-
vides comprehensive mail room services, main-
tains liaison with building management to assure
proper repair and upkeep of grounds and facili-
ties, and monitors use of Departmental motor ve-
hicles.

The Division of Research was created to pro-
vide analytical support for departmental economic
policy-making and development planning. It also
collects and maintains a data base for the research
needs of the Department of Economic and Com-
munity Development, other government agen-
cies, and the private sector. This data base is con-
tinuously refined and is currently being automat-
