by gift or by purchase. Through its easement pro-
gram, it holds partial interest in such properties
in order to monitor their appearance without the
necessity of public ownership. This can provide
certain tax advantages to the property owner.
Easements are acquired by gift to the Trust or in
exchange for funding assistance.
The Trust assists in the funding of restoration
and in the acquisition of historic properties by or-
ganizations, local governments, and individuals
through its State grants-in-aid funds and a revolv-
ing fund loan program. U.S. Department of the
Interior Heritage Conservation and Recreation
Service matching grants-in-aid are made through
the Trust to properties listed on the National Reg-
ister of Historic Places and to local government
for survey and planning involving historic sites.
An ongoing survey of Maryland's historic sites
is carried out by the Trust through contract with
local jurisdictions. Results of these surveys are
being made available in published form. The most
significant of these sites are eligible for nomina-
tion to the National Register through the Trust.
Properties listed on the National Register receive
a degree of protection from federally licensed or
funded projects that might adversely affect them.
The Trust's community education program in-
cludes the administration of twenty-five local vol-
unteer committees—one in each county, in
Baltimore City, and in Annapolis. These volun-
teers assist the Trust in preservation activities in
their areas and advise the Trust on preservation
issues and needs throughout the State. An annual
conference, workshops, special events, publica-
tions, and a monthly newsletter are also produced
by the Trust. A library of archival and photo-
graphic material relating to Maryland's historic
architecture is maintained by the Trust.

The Governor appointed this special Commit-
tee in 1967 to carry out the terms of the National

Historic Preservation Act of 1966 (P.L. 89-665).
This Act requires the State of Maryland to pre-
pare a statewide comprehensive survey and plan
for historic preservation. The survey must be re-
viewed by the Consulting Committee. The Com-
mittee selects its own chairperson.

Originally a part of the Commission on Afro-
American and Indian History and Culture, creat-
ed by Chapter 386, Acts of 1974, the Commission
became an agency of the Department of Econom-
ic and Community Development on July 1, 1976,
by Chapter 148, Acts of 1976. The Commission
consists of nine members, a majority of whom
must be members of the native American Indian
communities of Maryland, appointed by the Gov-
ernor for three-year terms. Members of the Com-
mission must have knowledge of Indian culture
and history and be sensitive to the problems of
the Indian communities. The Commission is
charged with undertaking a comprehensive study
of indigenous American Indian tribes, including
but not limited to the Crees, Creeks, Cherokees,
Chippewas, Choptanks, Delawares, Haliwas,
Lumbees, Nanticokes, Piscataways, Potomacs,
Rappahannocks, Seminoles, Susquehannas, and
Wicomicos, and their influence upon Maryland
history and culture. In addition, the Commission
will study the economic and social needs of
Indians in Maryland and make recommendations
for the alleviation of such needs. Information de-
veloped by the Commission that relates to Indian
culture and history is to be disseminated to the
public (Code 1957, Art. 41, sec. 409-1).
