addition to appointing the heads of major departments, boards, and commissions of the State Govern-
ment, the Governor appoints certain boards and commissions in each county and the City of Balti-
more as provided for by law. The Governor also commissions notaries public and appoints persons to
unexpired terms of the offices of Attorney General, Comptroller, Treasurer, and members of the Gen-
eral Assembly. Any officer appointed by the Governor, excepting members of the General Assembly,
is removable by him for cause.

The Governor may grant executive clemency, reprieves, or pardons to any person who is a prisoner
of the State and may remit any fine or portion thereof to any person who has paid the fine. He may
extradite prisoners or persons wanted by other States upon the presentation of a writ of extradition
and may issue a warrant for the arrest of any person so wanted. The Governor may also ask for the
return to this State of any prisoner or person of another State wanted for the violation of the laws of
Maryland (1867 Const., Art. II, sec. 20).

The Governor's Executive Council, established
by Chapter 156, Acts of 1969, superseded the
Governor's Advisory Council, created by Chapter
29, Acts of 1922. It was created for the purpose
of coordination and effective direction and super-
vision of the State government. The Council con-
sists of the Governor, the Lieutenant Governor,
the Secretary of State, and all Secretaries of prin-
cipal departments serving at the pleasure of the
Governor. The Governor may designate or ap-
point an Executive Secretary for the Council
(Code 1957, Art. 41, sec. 44; Code Education Ar-
ticle, secs. 2-303(d), 12-104).

Adjutant General and not more than twelve aides
selected from the Commissioned Officers of the
