Disabilities to recommend to the Court of Appeals the
censure or other appropnate disciplining of a Judge and
to issue a reprimand, authonang the Court of Appeals to
adopt rules governing the confidentiality of Commission
proceedings and the record thereof, clarifying the power
of the Court of Appeals to act upon the recommendation
of the Commission
