and operation of local advisory councils to local
educational agencies, postsecondary education
institutions, and local advisory councils; advise
the State Board for Higher Education and the
State Board for Community Colleges with regard
to vocational-technical programs, services, and
activities; and prepare and submit to the U.S.
Commissioner of Education and National Advi-
sory Council on Vocational Education, through
the State Board of Education, an annual evalua-
tion report on the effectiveness of the State's vo-
cational-technical education programs (Code Ed-
ucation Article, sees. 21-101 through 107(e)).

INSTITUTIONS

missioner of Correction; Brent M. Johnson,
State Board for Community Colleges; Edward J.
Anderson, Superintendent of Schools, Anne
Arundel County Public Schools
Appointed member: Ernest W. Lee, 1980
This Council was created by Chapter 539, Acts
of 1975, to plan and develop educational
programs in each correctional institution within
the Division of Correction. The Council consists
of the State Superintendent of Schools who serves
as Chairperson, the Commissioner of Correction,
a superintendent of schools in which an institu-
tion is located, the exectuive director of the State
Board for Community Colleges, all of whom
serve ex officio, and one public member
appointed by the Governor for a four-year term.
The State Department of Education provides nec-
essary technical and clerical assistance. For bud-
getary and administrative purposes the Council is
under the jurisdiction of the Department of Pub-
lic Safety and Correctional Services (Code Educa-
tion Article, sees. 22-101 through 22-104).

AND JUVENILE INSTITUTIONS

Secretary of Health and Mental Hygiene; Rex
Smith, Director, Juvenile Services Administra-

tion; John F. Monaghan, Director, Mental Re-
tardation Administration; Claud E. Kitchens,
Washington County Board of Education; Robert
Y. Dubel, Baltimore County Board of Educa-
tion; loba L. Crew, Superintendent of Public In-
struction, Baltimore City Public Schools
Appointed members: Frank G. Pappas, 1979;
Hugh F. McKenna, 1980; Virginia D. Ander-
son, 1981
This Council was created by Chapter 539, Acts
of 1976, to develop an educational program in
each State hospital center and juvenile residential
institution within the State Department of Health
and Mental Hygiene. The Council consists of the
State Superintendent of Schools who serves as
Chairperson, the Secretary of Health and Mental
Hygiene, the Director of the Juvenile Services
Administration, the Director of the Mental Re-
tardation Administration, the Superintendent of
Public Instruction of Baltimore City, and two
representatives of county boards of education in
which one of the institutions is located, all of
whom serve ex officio. The Council also consists
of five members appointed by the Governor from
the public at large for five-year terms.
Technical assistance and support is provided by
the State Department of Health and Mental Hy-
giene and the State Department of Education
(Code Education Article, sees. 22-201 through
22-205).
