This office was created by a Resolution
adopted by the Board of Public Works on
December 3, 1976. It administers that portion
of the Code of Fair Practices which requires
persons doing business with the State of Mary-
land prepare and implement affirmative action
plans to ensure the fair employment of mem-
bers of minority groups.
The office assists public and nonpublic agen-
cies and groups in making affirmative action
plan requirements known to prospective bid-
ders and assists potential bidders in the devel-
opment of proper Affirmative Action Plans.
The office also reviews bids by contractors and
sub-contractors to determine whether or not
the proposed minority manpower utilization in
each construction trade as well as other as-
pects of the bid are consistent with the ap-
proved Affirmative Action Plan. It will also
establish and monitor a periodic reporting sys-
tem relating to employment data of successful
bidders.
In addition to a full-time staff, personnel
from other agencies will be assigned to this
office for specific projects.

fied by the voters in 1976 (Chapter 640, Acts
of 1975), any vacancy in the office of State
Treasurer is to be filled by the Deputy Treas-
urer until a successor has been chosen at the
next Session of the General Assembly (Const.
1867, Art. VI, sees. I and 6).
