The Veterans' Home Commission was
created by Chapter 575, Acts of 1975 to
provide a home for veterans in the State
of Maryland. The Commission consists of
twelve trustees, of whom one must be the
Chairman of the Maryland Veterans' Com-
mission. The Governor, the President of the
Senate, and the Speaker of the House of
Delegates serve as ex officio members.
Eleven of the trustees are appointed by the
Governor with the advice and consent of
the Senate for four year terms.
The trustees are to select a suitable loca-
tion for the home and to maintain it. They
are also to make the rules for the govern-
ment and management of the home and to
appoint its commandant. The trustees are to
report annually to the Governor and the
General Assembly and make any recom-
mendations necessary to carry out the pur-
poses of the Commission (Code 1957, 1964
Repl. Vol., 1975 Supp., Art. 961/2, sees.
51-62).

This Council, created by Chapter 646,
Acts of 1971, consists of twenty-five mem-
bers appointed by the Governor for terms
of three years from among persons who
are familiar with vocational education, and
manpower needs of organized labor, per-
sons familiar with the needs of business and
industry, persons representative of transpor-
tation, economic development agencies, the
manpower needs of agriculture, and those
with specialized knowledge in the field of
vocational education. The Council selects
its own officers.
The Council has the responsibility of ad-
vising the State Board of Education in the
development and preparation of the State
Plan for Vocational-Technical Education.
It also evaluates programs, services and ac-
tivities of Vocational-Technical Education
and prepares an evaluation report which
considers the effectiveness of vocational
education programs, services and activities
carried out in the year as set forth in the
State's Long Range Program Plan and
Annual Program Plan. The Council also
advises the State Board for Community Col-
leges with regard to vocational-technical pro-
grams, services and activities and serves in
an advisory function to the implementation
of the 1963 Vocational Education Act as
amended, and to advise the State Board of
Education on the development of policy
matters arising in the administration of the
State Plan (Code 1957, 1971 Repl. Vol.,
1975 Supp., Art. 41, sees. 409A-409H).
