This Council was created by Chapter
539, Acts of 1975 to plan and develop
educational programs in each correctional
institution within the Division of Correc-
tion. The Council consists of the State Su-
perintendent of Schools who serves as
Chairman, the Commissioner of Correction,
a superintendent of schools in which an
institution is located, the executive director
of the State Board for Community Colleges,
all of whom serve ex officio, and one public
member appointed by the Governor for a
four year term. The State Department of
Education provides necessary technical and
clerical assistance. For budgetary and ad-
ministrative purposes, the Council is under
the jurisdiction of the Department of Public
Safety and Correctional Services (Code
1957, 1975 Repl. Vol., 1976 Supp., Art.
77, sec. 218).

This Council was created by Chapter
539, Acts of 1976 to develop an educa-
tional program in each State hospital center
and juvenile residential institution within the
State Department of Health and Mental Hy-
giene. The Council consists of the State Su-
perintendent of Schools who serves as
Chairman, the Secretary of Health and Men-
tal Hygiene, the Director of the Juvenile
Services Administration, the Director of the
Mental Retardation Administration, the Su-
perintendent of Public Instruction of Balti-
more City, and two representatives of
county boards of education in which one of
the institutions is located, all of whom serve
ex officio. The Council also consists of five
members appointed by the Governor from
the public at large for five year terms.
Technical assistance and support is pro-
vided by the State Department of Health
and Mental Hygiene and the State Depart-
ment of Education (Code 1957, 1975 Repl.
Vol., 1976 Supp., Art. 77, sees 219-220).

The State Administrative Board of Elec-
tion Laws, created by Chapter 555, Acts of
1969, exercises supervision over the conduct
of elections in the State.
The Board consists of five members ap-
pointed by the Governor by and with the
advice and consent of the Senate for four
year terms. Three members must be of the
same political party as the Governor, while
two members represent the party which re-
ceived the second greatest number of votes
in the most recent gubernatorial election
The Board selects its own officers. |
