grieved by a decision of any administrative
appeal including the central repository and
the criminal justice agency may seek judicial
review in accordance with the Administra-
tive Procedure Act and the Maryland Rules.
Some portions of the legislation became
effective July 1, 1976. These included the
portions dealing with the creation of the
Advisory Board; the rule-making authority
of the Secretary of the Department of Public
Safety, the Court of Appeals, and the Chief
Judge; and the right of individual inspection,
challenge, and appeal (when the right of
inspection or challenge is denied).
The remaining portions of the legislation
do not become effective until December 31,
1977. These include mandatory reporting
requirements of criminal justice agencies to
the Central Repository; limits on dissemina-
tion; security requirements; and auditing and
quality control requirements (Code 1957,
1971 Repl- Vol., 1976 Supp., Art. 27, sees.
742-755).

The Delmarva Advisory Council, orig-
inally called the Delmarva Steering Com-
mittee, was recommended at the Delmarva
Development meeting held in Salisbury on
December 3, 1963. The meeting was at-
tended by the Governors and representatives
of Maryland, Delaware and Virginia. As a
result of this meeting, the Council was
established in 1964 to advance the economic
and cultural welfare of the people of the
Delmarva Peninsula through advice, coun-
sel and assistance to such government agen-
cies and private organizations as are con-
cerned with programs and activities to
develop the resources and economic activi-
ties of the area. At a second Governors'
Conference held on May 11, 1967, the
Delmarva Peninsula was designated by the
U. S. Department of Commerce, the Eco-
nomic Development Administration, the
Delmarva Economic Development District
under the terms of the Public Works and
Economic Development Act of 1965. The
Delmarva Advisory Council is the organiza-
tion designated by the three governors to
advise and work with the local organizations
in carrying out projects of the overall eco-
nomic development program. The Council
consists of forty-seven members from the
three States and several advisory members.
