The Council on the State Capital was
created by Chapter 850, Acts of 1975 to
advise and act for the Board of Public
Works on the impact of State Programs
on the City of Annapolis and to manage the
Paca Gardens. The Council consists of the
Secretary of the Department of General
Services, the Secretary of the Department of
State Planning and the Chairman of the
Capital City Commission, all of whom serve
ex officio. The Board of Public Works ap-
points the Chairman (Code 1957, 1969
Repl. Vol., 1975 Supp., Art. 78A, sees.
14A and 14D; 1971 Repl. Vol., 1975 Supp.,
Art. 41, sec. 181E).

The Maryland Credit Union Insurance
Corporation was created by Chapter 658,
Acts of 1973. The Board of Directors con-
sists of eight members elected by the mem-
bers associations and three members ap-
pointed by the Governor for four year
terms. The board selects its own officers.
This non-stock, non-profit Corporation
was created for the purpose of promoting |
the elasticity and flexibility of the resources
of credit union associations to provide for
the liquidity of member associations through
a central reserve fund, and to insure the
accounts of the member associations. Sub-
ject to the general supervision of the Bank
Commissioner, the Corporation may make
loans to member associations, insure their
credit accounts, and borrow, lend, and in-
vest the funds of member associations (Code
1957, 1973 Repl. Vol., 1975 Supp., Art.
23, sees. 451-465).

The Criminal Justice Information Ad-
visory Board was created by Chapter 239,
Acts of 1976. For budgetary and adminis-
trative purposes only, the Board is within
the Department of Public Safety and Cor-
rectional Services. The Board consists of a
member of the Senate appointed by the
President, a member of the House of Dele-
gates appointed by the Speaker, the Execu-
tive Director of the Governor's Commission
on Law Enforcement and Administration of
Justice who serves ex officio, three persons
from the Judicial Branch of the State gov-
ernment appointed by the Chief Judge of
