The Board of State Canvassers, originally
created by Chapter 202, Acts of 1896, had
its membership expanded by Chapter 739,
Acts of 1967. Its membership was reconsti-
tuted by Chapter 555, Acts of 1969, and by
Chapter 40, Acts of 1976.
The Board meets thirty days after any
State election to tabulate the votes cast for
each candidate from the certified statements
of votes made by the city and county boards
of canvassers. The Board declares who is
elected and delivers a certificate of election
to the Administrative Board. It issues the
proclamation of election, keeps the records
of the Board, and delivers a copy to the
Governor who issues a commission to the
persons elected (Code 1957, 1971 Repl.
Vol., 1976Supp„ Art. 33, sees. 18-1, 18-2).

The Maryland Commission on the Capital
City, created by Chapter 202, Acts of 1965,
consists of a number of ex officio and five
appointed members, the latter of whom
serve for four-year terms, two terms expir-
ing every two years. No member can serve
more than two consecutive four-year terms.
The ex officio members are the President
of the Senate, the Speaker of the House of
Delegates, the Secretary of State Planning,
the State Senators for Anne Arundel
County, or any portion of it, the Mayor of
the City of Annapolis, the County Execu-
tive of Anne Arundel County, and the Su-
perintendent of the United States Naval
Academy. The Governor may designate
himself, the Lieutenant Governor, or the
Secretary of State to serve as members of
the Commission.
The Commission, which is purely ad-
visory, is to examine means of preserving
the colonial and historic features of Annap-
olis. At the same time, it is to plan for the
city's orderly growth and development. The
Commission may also make specific recom-
mendations on landmark resources, the
needs for governmental activities and com-
munity resources and facilities, the city's
physical development, and any other com-
munity needs (Code 1957, 1971 Repl. Vol.,
1975 Supp„ Art. 41, sec. 360).
