mits for archaeological investigation on
lands owned or controlled by the State to
any person or institution who, in the judg-
ment of the Survey, is properly qualified to
conduct such investigations and excavations.

The Advisory Committee on Archaeology
was created as a division within the Mary-
land Geological Survey by Chapter 541,
Acts of 1968. The Committee consists of
five members with skill and knowledge in
archaeological matters, including represen-
tatives of reputable museums, institutions of
higher education and recognized scientific
and/or historical societies or institutions.
The State Archaeologist is a professional
archaeologist appointed by the Director of
the Maryland Geological Survey in accord-
ance with the Merit System Law.
The Committee advises the Maryland
Geological Survey on archaeological matters
and formulates rules and regulations regard-
ing archaeological matters for review and
publication by the Survey (Natural Re-
sources Article, sees. 2-301 to 2-308).

The Maryland State Board of Well Drill-
ers was created by Chapter 584, Acts of
1968. The Board consists of seven members
appointed by the Secretary of Natural Re-
sources, with the approval of the Governor,

for two-year terms by and with the advice
and consent of the Senate. One member
represents the Eastern Shore, one represents
Central Maryland and Baltimore City, one
represents Southern Maryland, and one rep-
resents Western Maryland. The regional
members must be licensed well drillers and
be actively engaged in the well drilling busi-
ness in the State at the time of their appoint-
ment. Of the remaining three members, one
must represent the public at large and be
Chairman of the Board. One member rep-
resents the Water Resources Administration
and one the Environmental Health Adminis-
tration of the Department of Health and
Mental Hygiene.
The Board administers and enforces all
provisions of the Well Drillers Law. The
Board is expressly vested with the power
and authority to make and enforce such
rules and regulations in order to carry out
the provisions of the Act. The Board exam-
ines and licenses by written examination and
field test, qualified applicants to engage in
the business of well drilling in the State.
The Board administers the statutory require-
ments of insurance and bonding, issues, sus-
pends and revokes licenses, holds hearings
in cases of violation of provisions of the law
or any of the Board's rules and regulations,
and in general, regulates the business of well
drilling in the State (Natural Resources Ar-
ticle, sees. 8-608 to 8-613).

The Scenic Rivers Review Board was
created by Chapter 85, Acts of 1968, to
make an inventory and to recommend an-
nually to the General Assembly, rivers of
Maryland and related adjacent land areas,
which possess outstanding scenic, fishing,
wildlife and other recreation values of pres-
ent and potential benefit to the citizens of
Maryland. The Board consists of the Secre-
tary of the Department of Natural Re-
sources, the Secretary of State Planning, and
