priated to increase capacity to 35 boys.

The 1963 General Assembly appropri-
ated funds to establish a temporary forestry
camp at Victor Cullen State Hospital (now
Victor Cullen Center under the director of
the Mental Retardation Administration).
This was an immediate way to help relieve
the overcrowding of the juvenile institutions
since no construction was necessary. It
opened on April 1, 1964. The 1964 General
Assembly appropriated funds to establish a
permanent camp at Backbone Mountain
with facilities for 35 boys (Chapter 159,
Acts of 1964). This camp opened on May
23, 1966, at which time the staff and boys
were transferred from the temporary camp
at Victor Cullen to the permanent camp at
Backbone Mountain, approximately eight
miles from Westernport on Route 135.

at Maple Run in the Green Ridge State
Forest, approximately eight miles south of
Route 40. The camp was completed and
occupied on April 7, 1967, with facilities
for 35 boys (Chapter 743, Acts of 1965).

Provisions for the organization and ad-
ministration of the Mental Retardation |
Administration are contained in the "Men-
tal Retardation Law," Article 59A, Anno-
tated Code of Maryland. The 1974 Cumu-
lative Supplement, Article 59A, contains
revised information about the Schedule of
Charges to Persons Legally Liable for Sup-
port of Patients in a State Institution (Ch.
655, Acts 1973, effective July 1, 1973)
and certain amendments regarding Civil
Rights of Mentally Retarded Persons (Ch.
865,1974,12).
The Director of the Mental Retardation
Administration is appointed by the Gover-
nor upon recommendation of the Secretary
of Health and Mental Hygiene. The Special
Assistant to the Director is appointed by the
Director with the approval of the Assistant
Secretary for Special Programs. The Special
Assistant and the Directors of Finance,
Evaluation, Training, and Resources, Spe-
cial Services, Community Services, and
Continuum of Care Teams assist the Direc-
tor of the Administration in policy making
and program implementation.
The Administration plans, develops and
directs a statewide, comprehensive system
of services for mentally retarded persons
and their families; and coordinates its ac-
tivities with other government, voluntary
and private health, education and welfare
agencies in the service delivery system. The
Administration operates five state residen-
tial facilities, two of which are regional
centers and one residential program for
mentally retarded children with physical
handicaps. In addition, the Administration
provides funds for group homes, and apart-
ment and small residential centers, and day
care programs for mentally retarded persons.
Continuum of Care Teams initiate, coor-
dinate, and evaluate programs in five
designated regions. Team members provide
consultation and assistance to local govern-
ments and other local resources in the
development of plans, program priorities,
and requests for funds.
